The purpose of this study is to analyze the variables that affect the organizational commitment of local officials, and to change their mentality and attitude for the efficiency of public administration and the competitive power of the government.
This study developed a model for the organizational commitment analysis based on the previous studies. The level of organizational commitment of local officials, the determinating factor among variables, the influence of the determinating factor were studied based on the model. Also, new approached were discussed to raise the organizational commitment of the local officials.
The findings are following:
First, the organizational commitment was not affected by the gender, education, income, type of organization, job. But married high level officials from rural area show meaningfully high commitment. For age, if the workers are older and they are in a higher position, they show higher commitment.
Second, in the analysis of job characteristics and the importance of task, autonomy, feedback have positive effect. While, identity has negative effect.
Third, in the regressive analysis the relation between job characteristic and affective commitment, variety, autonomy, and feedback have positive effect on the commitment. For continuant commitment, the importance of task shows negative relation, variety shows positive relation. Autonomy has positive effect on the normative commitment, but identity has negative effect.
The regressive analysis of the relation between variables of organizational commitments shows all the other variables show negative effect.
Fourth, in the stage analysis to figure the intermediate variables for job satisfaction, the importance only has the intermediate factors that affect the commitment of the whole organization. So, it is confirmed that factors from job characteristic and organization structure have indirect effect on the whole organizational commitment through intermediate factors.
In addition, the feedback intermediate effect on the affective commitment, but has nothing to do with the continuant and normative commitment.
The findings suggests that the variables related to the organizational commitment should be considered according to the characteristic of the organizational commitment.
Unlike the previous researches, the organizational commitment is studied multi-dimensionally and systematically in this study. This approach is the contribution to the study of organizational commitment.
