In the 2000s, the importance of improving and extending the facilities in the campus of the universities has more various backgrounds. Even though they have less students gradually, the authorities of the universities are forced to improve and extend their facilities to meet the assigned areas for the buildings recommended by the Educational Human Resource.
Current University Foundational and Operational Regulations substituted in July, 26th, 1996 the University Foundational Act established in 1955. The reason for the establishment of the University Foundational and Operational Regulations is to help everyone, who meets the regulations in its purpose or motif, establish universities of its own accord, while establishing the regulations for facilities, professors, and the properties. However, this produced many problems as opposed to the intentions because as the University Foundational and Operational Regulations substituted the University Foundational Act, it is possible for applicants to establish their university with less area for the buildings if they meet the conditions.
Campus design should consider a variety of factors such as the university's philosophy, the site conditions, the connection with its city and so on. In particular, the university should design their facilities in the long term before they are forced to build more facilities to accommodate students they did not expect. Therefore, at the time when the university facilities with advanced systems are required, it is important to study on the criteria of existing facilities extensions and newly constructions.
The extension and reestablishment of the university were based on various reasons. Even though they had less students recently, the universities included extension and reestablishment of their facilities to meet the basic area (which is 12-20㎡ per student who engages in education and research activities) in their annual plan assigned by the Educational Human Resource.
The University Foundational Acts, which were substituted by the University Foundational and Operational Regulations assigned in july, 26th, 1996, considered the facilities such as headquarter of the university, students' hall, library and so on as the essential, and proper standards for them.
However, the University Foundational and Operational Regulations have not any standard for supportive facilities, and include previous supportive facilities in the educational facilities with appendix 3. Therefore, for the facilities classified from the supportive to the basic, the calculation of its necessary areas according to the basic area for the facilities (basic educational facilities and supportive facilities) of Appendix 3, article 4, clause 3 is problematic.
In this respect, this study first tried to understand the existing plans of national universities nationwide in terms of their unique functions. Then it tried to estimate not only the size of their buildings but necessary programs and facilities at this point in time. The findings could be considered by would-be university founders as well as existing ones.
