‘No archives, no government’ describes clearly the duty of today’s governments to administer public archives and to publish information to the people. Today’s governments, contrary to governments of the past, are bound to secure transparency in state affairs and to realize the people’s right to know. The president of a country is the first man of power; she has the main power in decision making procedure for state affairs; the archives produced during management of state affairs become more important in proportion to the office and to the power of the president.
The Presidential Records Act which the congress passed in April 2004 is a law particular to the Record Management Act, it is established considering the importance and specificity of the Presidential recordings and materials. The Presidential Records Act is to protect and to preserve thoroughly the Presidential recordings and materials; it is to insist on a government’s transparency in state affairs and on its duties by constructing the integral system of Presidential records management it establishes the independence for the administration of the Presidential records by setting up the regulations about the Presidential Archives’ establishement and administration.
This research is carried out focusing on analysing theUS Presidential Library and Museum’s PR sector. The Presidential records management in the United States has been developed since early modern times to present many suggestions. It is also expected to be our Presidential libraries’ model country as it adopts presidential system.
I pointed out, in this research, that the most important condition for the Presidential Archives to operate positively as a history and culture centre is an appropriate PR so that the people may understand and how to use the services of the establishment. I suggested some appropriated programs considering the educationㆍexhibitionㆍ PR activities as a whole. It is indispensable to diagnose the people’s understanding, to strengthen public activities on policies and, through these activities, to establish the image of the Presidential Archives. For this, it is necessary to establish the proper infrastructure which comprises human talent and budget for PR organizations. Public activities can be effective only when they are supported by integral PR efforts from all related organizations.
