There are many transportation and parking demand programs to reduce the concentration on the urban center. Also, the methods of limitation of parking have developed and performed by local government. However, the parking problems are getting worse and the local governments didn't find the reasonable and appropriate methods, especially, the standards for parking limitation.
So, this study focused on the establishment and analysis of effectiveness through the appropriate parking limitation model in urban central area. Especially, the model is based on parking and behavioral characteristics through the field survey. The methods we adopted is AHP(Analytic Hierarchy Process) for the reformation of parking limit standards and analyzed effects of application using social costs such as travel time, operation cost of vehicle, environmental cost and so on. The case study area was central commercial area of Daejeon metropolitan city.
The results of survey on the parking behavior for the shopping and business building are as follows;
Generally, shopping buildings of maximum occupancy rate and parking turnover are higher than office buildings regardless of distance from subway station to those buildings.
Also, there were no statistical parking characteristics according to the accessibility from subway stations. The reasons of this result were that there were no parking limit programs in Daejeon metropolitan city.
To establish a parking limitation model, we considered kinds of factors that affect on the parking behavior and characteristics and established as follows model.

To calculate the model, we gained weighting value using AHP method and the result showed that building characteristics was considered as a most important factor in level 1. In case of level 2, public transportation supply level and population size were 0.52 and 0.47. Also, subway is higher than the bus as three times.
The result of maximum parking requirement of study area was 6,678 parking lots which are 47.7% of original parking demand. We also, calculated the savings of social cost using MOE(measures of effectiveness). The total saving cost was about 14 billions won for the 172 buildings.
Lastly, to adopt and perform this result of model, we need to amend the parking act.
