Within the paradigm of modern administration pursuing small and efficient government, the structure which is flexibly applicable to the new circumstance is required and new administration system is being changed to emphasize the self-regulation and responsibility at the same time to all members based on administrative innovation and electric administration.
However, management innovation in public affair is still in arrear comparing to advanced countries, and a large number problems from irresponsible management and ethics of management of Korean public institutes have been pointed out from the past even though managing innovation of them should be more advanced than any other institutes based on their influence to the life of people and economic aspect of country.
Thus, overall administrative system innovation of public institutes should be carried out in all fields such as the structure, process and management of human resource, etc.
Therefore, the study was carried out to understand the fact of managing innovation with analysis of managing innovation examples from Korea Research Foundation within public institutes and issues for managing innovation direction of Korean public institutes were derived in this study.
As a result, managing innovation through decentralized power-typed responsibility managing system shows the best achievement in terms of organizational management.
In terms of process, an outcome which extends the specialty and fairness of operating process with removing unnecessary regulation and documentation work by diagnosis of operating process in institutes was found. Moreover, operation of simplicity and innovation in administrative process through reduction of approval levels and establishment of electric approval system by delegation of authority was found.
In terms of human resource management, the result of managing innovation established with fair and transparent human resource management and incentive oriented performance rating system is found.
This process for managing innovation of Korea Research Foundation is providing realistic ground for structural diagnosis and restructuring of other public departments, and showing the task to actively apply as a basic data for the direction of organization development with positive employing the problems pointed through managing diagnosis from external institutes.
Moreover, managing innovation process recently carried out by Korea Research Foundation remained a large number of gain and problems in terms of structure, process and human resource management, and it is providing the ground, from the result, for the problem of rationality review of institute management which other public institutes are facing.
In fact, a large number of public institutes are suffering from the problems in terms of autonomy led institute operation which is caused by restriction and intervention of upper institutes. The basic aim of managing innovation of Government affiliated organizations is to promote result-oriented responsible management through rational assessment for managing result with securing autonomy management.
With considering this aspect, system improvement to harmonize autonomy and accountability in terms of the management of public institutes is needed.
