초등학생을 위한 효과적인 소비자 교육 프로그램의 운영에 관한 연구 - 금융캠프 실천사례를 중심으로 - = A study on operating an effective consumer education programme for elementary students - Focused on the practice of a finance camp-

국문 초록 (Abstract)

과거와는 달리 지금은 지난 가을에 수확한 양식은 바닥이 나고 보리는 미처 여물지 않은 5~6월, 농가 생활에 식량사정이 매우 어려운 고비를 나타내던 ‘보릿고개’라는 단어는 잊혀진지 오래다. 사람들의 경제적인 형편은 점점 나아지고 있으나 경제성장 중심의 생산자 양성은 소비자의 양성을 지나치게 간과하여 국민들의 무분별한 과소비, 낭비풍조의 만연, 신용불량자의 발생 등 많은 문제점들을 낳았다. 이러한 문제점들을 해결하기 위해 올바른 소비자의 양성이 필요하다. 본 연구에서는 소비자 양성의 첫 단계라고 할 수 있는 초등학교 소비자 교육에 대해 살펴보았다. 우선 소비자 교육의 일반적인 이론과 초등학교의 소비자 교육의 실태를 살펴보고 이를 바탕으로 초등학교 소비자 교육의 문제점을 도출했으며 문제점을 해결하기 위한 대안으로서 금융캠프 프로그램에 주목하였다.
소비자가 소비생활의 질적 향상을 도모하기 위해 현명한 소비자로서의 역할을 수행할 수 있는 능력을 갖추도록 도와주는 것이 소비자 교육의 목표이다. 그렇다면 그동안 소비자 교육은 제대로 이루어 졌는가? 경제성장을 중심으로 한 기술 교육에 밀려 제대로 실행되지 못했던 것이 사실이며 최근에 이르러서야 과소비 및 이로 인한 자원의 낭비문제와 소비자 권리 침해의 문제, 쓰레기나 오물 등으로 인한 환경오염 문제 등 소비 생활을 둘러싼 많은 문제가 계속 제기됨에 따라 소비자 교육의 필요성이 증대되고 있다.
특히, 초등학교 교과과정 내에 소비자 교육과 초등학교 교과과정 이외의 소비자 교육 모두 미흡한 점이 많으며 그 방법론에 있어서도 교사 중심의 주입식 수업 방법이 많이 사용됨에 따라 학생들이 흥미를 갖고 학습에 임하지 못하고 있는 실정이다. 따라서 저학년 일수록 이러한 수업 방법에 적응이 어렵고 학습효과도 떨어지며 이에 대한 대안으로서 제시한 것이 ‘금융캠프’ 프로그램 이다.
‘금융캠프’ 프로그램은 국민은행에서 후원하고 어린이 경제신문사에서 주최하는 소비자 교육 프로그램으로서 바르고 효과적인 소비자 교육을 그 목표로 하며 주입식, 해설식 교육방법에서 탈피하여 게임방식과 시뮬레이션 방식, 역할놀이, 드라마 방식 등을 통해 학생들에게 능동적이고 주체적인 입장에서 소비자 교육을 받을 수 있도록 하고 있으며 스스로 실천하는 의욕도 갖도록 해준다. 즉 ‘금융캠프’를 통한 합리적인 소비자 교육으로 학생들의 올바른 소비자의식, 실천 태도를 길러줌으로써 기존의 소비자 교육을 보완하고 소비자 교육의 성과를 높여주는 것이다.
이제 우리는 소비자 교육을 통해서 소비자 문제점을 고쳐나가 올바른 소비자 의식을 일깨워 줌으로써 소비자로서의 권리를 스스로 찾고 올바른 소비를 할 수 있는 소비문화를 만들 때이며, ‘세 살 버릇 여든 간다.’라는 말이 있듯이 소비자 교육은 어릴 적부터 이루어져야 하므로 초등학교 때의 소비자 교육에 좀 더 관심이 집중되어야 할 때이다. 좀 더 효과적이고 실용적인 소비자교육을 위해서 체계적으로 짜여진 ‘금융캠프’ 프로그램을 활용함으로써 효과적인 소비자 교육이 가능하며 소비자 교육을 통해 어린이들을 올바른 소비자로 자라게 해야 할 것이다.

다국어 초록 (Multilingual Abstract)

"The spring famine before the barley harvest" indicated very much difficult famine in May and June in the past when food stuff harvested last autumn was exhausted and barley was not ripened yet, and it was forgotten for a long time. People's economic life became better gradually, and the national economic growth paid attention not to consumer but to producer to create a lot of problems such as overconsumption, waste tendency and bankrupt persons.
This study examined consumer education to solve those problems. The study firstly examined general theory of consumer education and actual conditions of the education at elementary school, and introduced "Finance Camp" program to do elementary school consumer education more effectively.
The purpose of consumer education was to help consumers play their roles as intelligent consumer to improve quality of consumption life. Was consumer education done properly so far? The consumer education was not done properly because of technology education for production: These days, a lot of consumption life related problems, for instance, overconsumption and resource waste, infringement on consumer rights and environmental contamination caused by waste and sewage, etc were produced to create environmental contamination and other problems and to require good consumer education.
However, all of other consumer education than curriculum were insufficient, and teacher-oriented cramming education was often used to let students not to learn with interest. In particular, low year students could not adapt them to the methodology to learn ineffectively. The study, therefore, suggested "Finance Camp" as an alternative.
The "Finance Camp" program was supported by the Kookmin Bank and was held under sponsorship of "The Children Economic Daily", and it was aimed at correct consumer education to be free from cramming education and explanation education and to let students learn games, simulation, role playing and drama, etc to be given consumer education based on active and subjective position and to have desire to practice by themselves. In other words, the "Finance Camp" gave effective consumer education to let students have correct consumer consciousness and practicing attitude to supplement existing consumer education and to elevate outcome of consumer education. It was the time when the consumer education should remind consumers of problems to take corrective actions and to look for consumer rights by themselves and to have consumption culture to consume correctly. The consumer education should start from childhood, so that the consumer education at elementary school should be emphasized. To do consumer education effectively and practically, an effectively organized "Finance Camp" program should be used to let children become good consumer by correct consumer education.
