중국정부의 화교정책에 관한 연구 = A Study on China's Policy on the Overseas Chinese

국문 초록 (Abstract)

이 논문은 초국가적 화교 디아스포라의 발전현황과 중국정부의 화교에 대한 정책을 연구한다. 특히 6천여만명의 화교 디아스포라가 지역적, 세계적 수준에서 어떻게 연대를 강화하고 네트워크를 구축하여 영향력을 펼치고 있는지, 그리고 모국정부는 이들에 대하여 어떻게 인식하고 정책을 펼치고 있는지가 중심 분석내용이다. 초국가적 화교사회는 세계화 시대에 중국의 경제발전에 지대한 역할을 한 것으로 나타난다. 중국의 개방은 화교들에게 잉여자본을 투자할 ‘공간’을 제공했고, 화교자본은 역으로 중국의 산업 재조정과 지속적 성장에 밑거름으로 작용했다. 화교를 중심으로 해외에서 형성된 '화교 자본주의'는 화교들의 네트워크를 중심으로 외국에서 성공하여 중국 본토의 투자를 촉진하는 형태를 취하고 있다. 또한, 화교사회의 형성은 강한 네트워크적 특징을 갖고 있다. 국제사회의 복잡한 변화 속에서 상호 원조의 목적으로 혈연, 지연 및 업연(業緣)에 따라 강한 결속력을 지침으로 결성된 화교네트워크는 중화경제권의 급부상으로 세계의 주목을 끌고 있다. 화교네트워크는 1940년대 개별국가 내에서 통합되었으며, 1970년대에는 동남아시아 지역에서 국경을 초월하여 네트워크를 형성하였다. 1980년대 이후 홍콩, 대만 및 동남아시아 지역의 화교들이 급격히 북미, 유럽 지역으로 이주하면서 북미, 유럽 및 동남아시아 지역을 연결하는 글로벌 화교네트워크가 형성되었으며, 이로 인해 전 세계에 걸친 화교경제권은 보다 넓은 영역에서 결집력을 공고히 하게 되었다.
초국가적 수준에서 부상하고 있는 화교와 화교네트워크의 중요성을 인식한 중국정부는 초기와 달리 적극적인 지원과 활용정책을 추진하고 있다. 중국의 화교정책은 현지화 작업을 추진하면서도 중화 민족성을 고양시키기 위한 노력을 경주하고 있다. 우선, 화교들의 현지화 수준을 높이기 위하여 과감하게 이중국적 제를 폐지하고 단일 국적제를 강화시키는 등 국적법을 정비하였고, 중국 민족의 현지화 수준을 높이는 정책을 시행함과 동시에 화교들의 중화의식의 고양과 이를 발전시키기 위한 노력을 꾸준히 시행하고 있다. 중국의 화교정책의 특징을 보면, 점차 다원화 방향으로 발전하고 있다. 즉 정치․경제뿐만 아니라 문화 및 외교에 이르는 다차원적 시각에서 재외동포정책에 대한 관심을 보이고 있다. 특히 경제발전을 중심으로 화교의 자본과 경제․과학기술 인재 유치에 노력하고 있다. 제도적으로 국내에 있는 귀국화교들의 권익보호에 주의를 돌릴 뿐만 아니라 해외에 있는 화교들의 합법적 권익을 보호하며, 또한 화인사회에서의 중국의 위상을 제고하여 대만과의 각축에서 우위를 점하므로 써 중국통일의 주도적 위치를 확보하고자 노력하고 있다. 결국 중국정부는 지속적이고 원활한 화교정책을 펼쳐나가면서, 재외국민의 합법적 권익을 수호하기에 노력하고 있으며, 중화민족 정신을 고취하여 민족응집력을 강화하고, 상호협력적인 이익구도를 형성하여 상생의 발전단계에 돌입하고 있는 것이다.

다국어 초록 (Multilingual Abstract)

This study aims at studying the present state of the development of the transnational huaquiao (Overseas Chinese) Diaspora. The focal analytic points are on how the 67 million-strong huaquiao Diaspora strengthen their bond, form their networks and exert their influence at the local and worldwide levels, and on how the home government understands them and develops its policy. It turned out that the transnational huaquiao communities have played an enormous role in the economic development of China. The opening of China provided a 'space' for the huaquiao to invest their surplus capital and the huaquiao capital in turn became the basis of China's industrial restructuring and sustaining growth. The 'huaquiao capitalism' formed in overseas centering around the huaquiao was successful overseas and takes the stance of promoting investment in China Mainland. In addition, the forming of huaquiao community has the characteristic of a strong network. The huaquiao network, formed with the guideline of strong bond according to blood relations, local relations and job relations for the purposes of mutual help in the complicated changes of the international community, is attracting the attention of the world with the sudden rise of the Chinese economic sphere. The huaquiao network was first integrated within individual countries in the 1940s, and its network was formed beyond national boundaries in South-east Asian region in the 1970s. After the 1980s, those huaquiaos in Hong Kong, Taiwan and South-east Asian region suddenly emigrated into North America and Europe in great numbers resulting in the natural formation of a global huaquiao-network linking North America, Europe and South-east Asia. As a result, the huaquiao economic sphere over the whole world came to consolidate its solidarity in a wider area.
The Chinese government, recognizing the importance of the rising huaquiaos and huaquiao-network at the transnational level, is now promoting positive help and an active utilization policy different from earlier stage. China's policy toward huaquiaos, while promoting their localization, is aimed at heightening the China-centered nationality. At first, to raise the level of localization of the huaquiaos, the Chinese government revised the nationality law, thus boldly abolishing the dual nationality system and strengthening a single nationality system. The characteristic of the Chinese policy toward huaquiaos is viewed as advancing toward gradual pluralization, that is, from the pluralistic viewpoints of not only politics and economy but of culture and diplomacy, it shows its interest in the policy for the overseas Chinese. Especially China is exerting itself in inducing huaquiao capital and the human resources in the fields of economy, science and technology. The Chinese government not only cares about the rights and interests of the resident returnee huaquiao but also protects the lawful rights and interests of overseas huaquiao. It also makes efforts to play the leading role in the competition with Taiwan for the unification of China by raising China's status in the Chinese communities. After all, the Chinese government, while exercising sustaining and smooth huaquiao policy, is making efforts to protect the lawful rights and interests of overseas Chinese. It is now dashing forward for a mutual growth by inspiring China-centered national spirit and by strengthening national solidarity and by forming co-operative profit mechanism.
