시각장애학생의 컴퓨터 이용 활성화 방안 : 컴퓨터 교육과정의 편성 및 운영을 중심으로 = (A) Study of Computer Activation For The Visual Handicapped Students : Focused on Organization and Management of Computer Education

국문 초록 (Abstract)

컴퓨터의 등장과 통신 매체의 발달을 통한 정보화 사회의 발달은 시각장애인들로 하여금 온라인상의 정보를 실시간으로 접할 수 있는 기회를 제공해 주고 있다. 시각장애인들이 현재 활용하고 있거나 활용 단계에까지 개발되고 있는 여러 가지의 컴퓨터 하드웨어와 소프트웨어들을 살펴보고, 현재 시행되고 있는 시각장애인학교의 교육과정을 알아보며, 시각장애인들에 대한 교육적 효과를 높일 수 있는 교과 내용을 제안해 본다.
시각장애학생들의 컴퓨터에 대한 생각과 이용실태를 조사하여 컴퓨터이용 활성화 방안을 모색해 보려고 전남지방 시각장애특수교육기관인 은광학교, 세광학교 학생들을 대상으로 설문조사하여 통계분석을 실시하였다.
이러한 연구의 결과로 시각장애학생이 컴퓨터이용 활성화를 위한 제언은 다음과 같다.
첫째, 시각장애인에게 있어서 컴퓨터는 학습 면이나 정보 획득분야에서 많은 활용성을 가지고 있으므로 시각장애인이 컴퓨터의 접근과 활용이 용이하도록 국가차원의 컴퓨터 교육이 적극적으로 이루어져야 한다.
둘째, 시각장애 관련 제품을 개발하는 업체에 정부가 나서서 국비 지원이나 조세 해택 등의 적극적인 지원이 이루어져야 한다.
셋째, 이동성에 제한을 받는 시각장애학생의 특성상 학교에서의 교육이 중요한 부분이며 컴퓨터 교육에 있어서는 인터넷 통신부분과 프로그래밍에 중점을 두고 교육하여 컴퓨터가 일상생활과 직업의 수단으로 할용 될 수 있도록 지도해야 할 것이다.
넷째, 컴퓨터와 컴퓨터 조작 보조 장비를 경제적인 면에서 사용을 못하는 시각장애인이 많다. 기본 입출력장치인 음성합성기와 점자단말기는 정부의 지원으로 제공함으로서 시각장애인이 가정에서도 컴퓨터를 사용할 수 있는 환경을 만들어 주어야 할 것이다.
다섯째, W3C 권고안(WAI)의 국내 접목을 연구 보급하여 사이트 개발시 표준안으로 제시해야 할 것이다.
끝으로, 시각장애인에게 있어서 컴퓨터 활용이 원만한 사회생활을 영위하기 위한 수단이 됨을 인식하고 초등학교 때부터 각 학년별, 과정별로 교육과정을 설계하고 컴퓨터 교육과정이 적극적으로 이루어질 수 있도록 꾸준히 노력해야 할 것이다.

다국어 초록 (Multilingual Abstract)

The development of information society through the advent of computers and the progress of mass media makes the visual handicapped to access on-line real time information activation. This paper will examine various computer hardwares and softwares being used or almost developed to use for the visual handicapped. It will also overview the current curriculum of the special schools for the visual handicapped students, then suggest subject contents to increase educational effects for them.
To find out activating plans for using computers, the research on 2 special schools for visual handicapped students(Eunkwang and Sekwang) in Chonnam province by means of question paper was done and the materials researched were statistically analyzed.
Based on these results of the study, some suggestions for visual handicapped students to use computer actively are followed:
First, since computers for the visual handicapped have enormous availability in terms of learning and gathering information, the national level computer education should be needed for the visual handicapped to access and use computers without any difficulties.
Second, the government needs to try to support the cooperations which are developing the visual handicapped related products by means of tax cutting down or national expenses sponsoring .
Third, due to the visual handicapped students who are limites to move by himself, school education is an important part and they should be taught to use computers as daily and vocational tools through computer education focusing on the internet communication and programming.
Forth, on the financial aspects there are lots of the visual handicapped who are not able to use computers and assisting equipments, so the government should provide basic input and output devices, such as Voice Synthesizer and Paperless Brailler, in order to make circumstance where the visual handicapped students can use computer at home.
Fifth, it is necessary to suggest the standard project in developing some site by studying and popularizing the domestic link of W3C's advice(WAI).
Finally, after recognizing that using computers for the visual handicapped is considered as the means of satisfactory social life, it should be continued to design the special curriculum in degrees and courses from elementary level and to make an effort in order to accomplish the active computer curriculum.
