델파이기법을 활용한 해양 레저스포츠 발전과제 = (A) study on the development subject of marine leisure sports using delphi technique

국문 초록 (Abstract)

현대사회는 국가와 지역사회의 경쟁력과 국민의 질적 삶을 지원하는데 해양자원의 개발과 활용이 각광을 받으면서 해양 레저스포츠 활용과 산업 등의 다양한 접근 방안과 적극적인 할성화를 요구하고 있다. 이러한 맥락에서 본 연구에서는 시대적 흐름에 기여할 수 있는 해양 레저스포츠 활용과 발전과제를 탐색하고자 예측적·이슈적·목표적·대안적 관점에서 주요사항을 도출하였다.
실증적인 연구조사를 위해 델파이 기법을 적용하였으며, 1차 조사에서는 해양 레저스포츠 및 상이한 전문성 범주에 속한 대상들의 다양한 견해와 깊이 있는 내용을 도출하기 위해 개방형 질문지가 사용되었고, 2차 조사에서의 각 항목의 동의정도와 최종 조사에서의 각 항목에 따라 중요성 강도를 5점 Likert척도로 구분하여 조사하였다. 조사도구의 질문지에 관한 각 유형별 문항의 신뢰도인 Cronbach's Alpha 검사 결과는 .654-.869의 범위 안에 있어 각 유형별 문항이 수용할 만한 항목들로 구성되어 있는 것으로 나타났고, 통계처리를 위해서 SPSS(ver. 12.0) 통계 프로그램을 이용하여 각 항목의 동의 정도와 중요성 강도에 대한 평균과 표준표차를 검증하고 순위를 산출하였다. 본 연구에서의 1, 2차 조사를 통한 종합적인 결론이 될 수 있는 최종 조사의 114명의 응답결과를 중심으로 논의 하였으며, 이상과 같은 방법에 의해 도출된 결론의 주 내용을 요약하면 다음과 같다.
첫째, 해양 레저스포츠 활용의 장점에 있어서는 국내의 3면이 해양이라는 이점과 해양스포츠산업 및 관련업체의 활성화 그리고 자연친화적인 해양 레저스포츠 등의 순으로 나타났으며, 국내 해양 레저스포츠 활용의 이상적인 모습에 관한 중요도에 있어서는 대중적 활용도를 높일 수 있는 시설운영과 마리나, 리조트, 해양수련원 등의 시설확충 그리고 각종 인프라 구축과 초·중등 학생들부터 쉽게 접근할 수 있는 교육활용 연구 등의 순으로 매우 높은 수준에서 각 항목의 내용이 합의된 의견으로 나타났다.
둘째, 해양 레저스포츠의 안정성 및 안전사고문제, 해양 레저스포츠 용품과 장비의 가격을 비롯하여 생업관련자와의 이해충돌 등의 순으로 각 항목이 합의된 의견으로 나타났고, 해양 레저스포츠의 활용 지역간 특성화와 연계성 확보, 활동장소와 공간 부족현상, 그리고 수요자 증가에 따른 지도자 및 전문가 수급 문제 등의 순으로 주요 문제점이 도출되었다.
셋째, 해양 레저스포츠 발전에 있어서 우선적으로 추진해야 할 과제와 계절성을 극복하기 위한 방안에 있어는 자치단체의 후원과 정책적 지원, 기반시설확충과 지역특성에 맞는 프로그램개발 등이 우선적 과제로 제안되었고, 해양 레저스포츠 단지조성과 남쪽지방의 시설개발 그리고 지역축제·이벤트와 연계성 확보 등의 순으로 국내의 해양 레저스포츠 활용에 관한 계절성 극복 방안으로 제시되었다.
넷째, 해양 레저스포츠의 활용이 현대사회가 요구하는 방향으로 정착되기 위해서는 누구나 쉽게 접근할 수 있는 공공시설확대와 저렴하게 이용될 수 있는 클럽제도, 값싸고 질 좋은 제품생산 등의 순으로 나타났고, 다목적 관광 상품개발과 하계교육·청소년 교육 등의 다양한 교육프로그램 개발을 비롯하여 국가차원의 사업개발과 프로그램지원 등의 순으로 제안 되었다.
끝으로 해양 레저스포츠 활용과 발전과제에 관련해서 식견 있는 전문가 집단이 제시한 예측적 내용과 앞으로 이슈현상, 문제점 등을 비롯하여 해양 레저스포츠 발전에 기여할 수 있는 목표와 대안적 방안 등의 제안 사항들은 향후 국내의 해양 레저스포츠 활용에 관한 정책결정과 사업계획에 수반되는 불확실성에 대처할 수 있도록 보다 적극적인 전략적 과제로 추진할 필요성이 있는 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

In modern society, development of marine resources became important to have national and community society competitiveness and to support quality life of the people, so that marine leisure sports should be using and creative a new values as well as variety of approaches were required in industries. This study examined major matters from point of view of forecast, issues, objectives and alternatives, etc to investigate the use and development subject of marine leisure sports that could be produced by the flow of the times.
This study was used a Delphi technique to perform empirical research: In the first round, the study adopted open-ended questionnaires to investigate various opinions as well as deep contents of the subjects that belonged to marine leisure sports as well as special category. In the second round, the study examined values of final round depending upon each item by 5-point Likert scaling. The findings of Cronbach's Alpha that were reliability of the items of each type on the questionnaires of investigation instrument ranged to be r=.654-.869 to consist of acceptable items of each type: The SPSS(ver. 12.0) program was used to investigate the mean and standard deviation on the agreement and values of each item and to estimate ranking. This study discussed response results of 114 subjects of final round that could be a comprehensive conclusion by the first and the second round: The findings were as follows:
Firstly, from point of view of forecast, the marine leisure sports had advantages of the Korean Peninsula surrounded by oceans, promotion of associated business, nature-friendly leisure sports, etc in order. The values of ideal aspect of marine leisure sports of Korea were important in order to facility operation elevating public use, expansion of marina, resort and marine training institute, etc, construction of various kinds of infrastructure and easy access by elementary and middle school students for educational research, etc.
Secondly, the future issues phenomenon were as follows: The 114 subjects agreed to stability and safety accident of marine leisure sports, the prices of marine leisure sports products and equipment and interest conflicts with the ones having operating business in order. And, main problems were specialization and connections between the regions making use of marine leisure sports, shortage of activity places and spaces, and the supply of trainers and experts in accordance with the increase of the ones who demand the sports, etc in order.
Thirdly, the subjects that should be firstly promoted from point of view of objectives and the plans that should overcome seasonal limitation were as follows: The subjects were firstly suggested, for instance, assistance and political support of local government, expansion of infrastructure facilities and development of the program that could satisfy regional features. The programs that could overcome seasonal limitation regarding the use of marine leisure sports were suggested in order to construction of marine leisure sports complex, facility development at southern area and connections with community festivals and events, etc.
Fourthly, the marine leisure sports should be used to satisfy demand of modern society from alternative point of view, for instance, expansion of public facilities to let everyone get easy access, club system making use of the facilities inexpensively, and production of inexpensive and good quality products, etc in order. A variety of training programs should be developed, for instance, multi-purpose tourism products, summer training and juvenile training, and development programs were suggested, for instance, national level of project development and program supports.
Finaly, the use and development of marine leisure sports should be suggested from point of view of intelligent experts to make use of the leisure sports in accordance with the flow of the times and to prepare for the future of the development and to forecast specific contents: And, the phenomenon at issue as well as problems should be examined to contribute to development of marine leisure sports and to suggest alternative programs and to take actions against uncertainty of political decision and business plans to make good ideas.
