The purpose of this study was to conduct a poll for those working for the daycare facilities subject to accreditation and thereupon, provide for some reform measures for the accreditation system conducive to its stable and positive functioning.
For a questionnaire survey, the researcher sampled 43 directors and 220 teachers working for national or public children's houses with more than 20 children being cared in the districts of Seoul: Seongbuk, Kangnam, Seongdong, Jung, Kwanak, Eunpyong and Jungrang. 227 directors/teachers responded to the survey, and finally, 220 responses excluding the insincere ones were used for analysis. The collected data were subject to comparative analysis to test the differences of perceptions of variables as well as analyze the frequencies, while being processed with the SPSS 11.0 for Window. The results of this study can be summarized as follows;
First, most of the respondents agreed to the current accreditation system, although it might be too earlier to implement the system, while complaining about obsolete facilities and equipments, lack of budget, work overload, inspectors' possible unfair and unreliable rating, etc. Such findings suggest that it must be required of the relevant authorities to increase the budget and publicize the accreditation system, while being aware of the system conducive to improvement and development of daycare service quality. Namely, only when a sufficient preparation precedes its phased implementation, the accreditation system would be established successfully.
Second, it was found that those working for the daycare facilities were more aware of their physical or nursing environment but relatively less aware of their operation and management, daycare programs and interaction between children and teachers. Such a finding may suggest that they worry about the accreditation in terms of its objectiveness, fairness and transparency. Hence, it is deemed required of the authority to develop more diverse and multi-faceted rating points. In addition, in order to solve the problems arising the uniform rating scales, it is necessary to develop feasible rating scales through effective polling and thereby, help the daycare facilities to provide for effective daycare services. In addition, daycare teachers should be appropriately guided by the authority to enhance their professionalism, and in this vein, they should be given opportunities for autonomous training scholarships, colleague- recommended scholarships and in-house training. Then, the educational functions of daycare facilities would be greatly enhanced.
Third, it is essential to reinforce the supporters and supporting systems to fully educate the daycare facility personnels on the accreditation system and arrange a systematic on-spot education system for their better understanding of the fair and reliable accreditation, so that the system can be smoothly operated.
Lastly, most of the daycare personnels are aware that the accreditation system is essential to improve the daycare services. Therefore, for a stable and effective establishment of the system, it is deemed necessary to operate it more flexibly reflecting the opinions from daycare facility personnels and experts as well as considering the relevant codes and systems.
