이노비즈기업이란 Innovation(혁신)과 Business(기업)의 합성어로 기술 우위를 바탕으로 경쟁력을 확보한 기술혁신형 중소기업 또는 신기술 채택이나 기술혁신으로 경쟁력을 확보하여 기술혁신을 선도ㆍ파급하는 기술혁신기업으로 성장할 가능성이 높은 기업을 지칭한다.
본 연구에서는 최근 정부에서 중점사업으로 추진하고 있는 이노비즈기업의 인증에 대한 내용을 분석 연구함에 있어 인증을 받기위한 조건과 인증을 득한 이노비즈기업의 인증 후의 효과를 재무성과를 기초로 하여 인증을 받지 않은 기업과 비교분석하였다.
분석대상 표본기업의 선정은 재무제표 상으로 신뢰할 수 있는 재무지표의 산출을 위하여 2001년도에 이노비즈기업으로 인증을 받은 코스닥기업 중 1999년 이전에 창업한 기업을 대상으로 1999년부터 2003년까지 5개년도의 재무제표를 기준으로 자료를 추출하였으며, 비교대상 기업군으로는 국내의 전체 제조기업과 대기업 중의 제조기업, 중소기업 중의 제조기업, 미국과 일본의 제조기업의 5개년도 재무제표를 대상으로 재무비율을 산출하여 비교분석 실시하였다.
분석의 내용으로는 1) 성장성에 관한지표, 2) 손익관계비율, 3) 자산부채자본의 관계비율, 4) 자산부채자본의 회전율에 대한 재무비율의 분석을 실시하였다.
분석결과 첫째, 성장성에 관한 지표에 있어서는 표본기업의 총자산증가율, 유형자산증가율, 유동자산증가율, 매출액증가율이 비교기업보다 우량한 것으로 분석되었다.
둘째, 손익관계비율에 있어서는 표본기업의 총자산경상이익율, 총자산순이익율, 매출원가대매출비율은 양호하게 분석되었으나, 매출액영업이익, 매출액순이익, 자기자본순이익은 비교기업 군보다 약간 저조한 비율을 나타나는 것으로 분석되었다.
셋째, 자산부채자본의 관계비율에 있어서는 표본기업의 유동비율, 당좌비율, 부채비율, 고정부채비율은 비교기업 군보다 양호한 분석결과를 나타내고 있으나, 유동부채비율은 약간 저조한 상태를 나타내고 있다.
이는 이노비즈인증을 받은 기업들이 정부로부터 지원받은 자금이 시설투자 등의 고정자산의 구입에의 사용보다는 단기적인 운영자금으로 사용되었음을 시사한다.
넷째, 자산부채자본의 회전율에 관한 비율에 있어서는 표본기업의 유형자산회전율은 양호한 분석결과를 보이고 있으나, 총자산회전율, 자기자본회전율은 비교기업 군보다 약간 저조한 재무분석 결과를 나타내고 있다.
외환위기 이후 대기업은 대대적인 구조조정을 실시 한 반면, 중소기업은 구조조정 보다는 생존을 위한 정부의 지원정책이 실시되어 이 결과로 위기에 따른 문제를 일시적으로는 해결할 수는 있었으나 위기 이전부터 지속되어온 수익성 하락 등의 추세는 반전시키지 못하고 있는데, 이는 경영진의 역량 부족 및 위험관리의 부재의 존재로 판단된다.
중소기업은 고용 없는 성장의 시대에서 일자리 창출의 핵심 역할과 경제의 역동성 제고와 성장동력 원천의 주체이므로 정부에서는 중소기업의 근본적인 경쟁력 제고와 혁신형 중소기업을 집중 육성할 수 있는 제도적 여건의 조성이 필요하다.

Innobiz company which is a compound word of innovation and business, refers to a technologically innovative small-to-mid-sized company that secures competitiveness based on technological edge, or a company with a high growth potential as a technologically innovative company that leads and propagates technology innovation by ensuring competitiveness with the introduction of new technology or technology innovation.
In this study, I analyzed and compared the effect of the approval of Innobiz companies that achieved conditions and approval for being qualified to get approval, with companies that did not get approved as Innobiz companies based on financial performances, in analyzing and researching the approval of Innobiz companies, which is aggressively pursued by the government these days.
As for the appointment of sample companies subject to the analysis, I selected companies that won approval as Innobiz companies in 2001 while being listed on the KOSDAQ and established before 1999, and extracted data based on five years' financial statements during 1999 - 2003 for the assessment of credible financial statements, and as for comparative companies, I considered the entire domestic manufacturing firms, large-sized manufacturing firms, small-to-mid-sized manufacturing firms, and the US and Japanese manufacturing firms, and calculated financial ratios with their five years' financial statements and compared with the ratios with those of sample companies.
As for the contents of analysis, I conducted an analysis on financial ratios including 1) indicators on growth potential, 2) relationship ratio of income and expenses, 3) relationship ratio of assets, liabilities, and capital, and 4) asset, liabilities, and capital turnover.
As a result of analysis, first, as for indicators on growth potential, the total assets increase ratio, tangible assets increase ratio, current assets increase ratio, and sales increase ratio of sample companies were proven superior than those of comparative companies.
Second, as for the relationship ratio of income and expenses, samples companies demonstrated relatively sound ordinary income to total assets, net income to total assets, sales ratio to cost of sales, however, they posted a bit lower ratio of operating income to net sales, ratio of net income to net sales, and ROE than those of comparative companies.
Third, as for the relationship ratios of asset, liabilities, and capital, sample companies show a relatively sound analysis result in current ratio, quick ration, debt ratio, and fixed liability ratio than those of comparative companies, yet, demonstrated a bit poor current liability ratio.
This suggests that companies received Innobiz approval spent governmental subsidies in short-term operation fund rather than in the purchase of fixed assets such as facility investment.
Forth, as for an asset, liabilities, and capital turnover, a tangible asset turnover of sample companies showed a relatively sound analysis result, however, the sample companies demonstrated a bit lower financial analysis result than comparative companies in the total asset turnover and an owner's capital turnover.
Since the IMF crisis, large-sized companies have conducted a full-fledged restructuring, whereas small-to-mid-sized companies failed to reverse a trend of the drop of profitability that had lasted prior to the IMF crisis although they could temporarily solve problems from the crisis by governmental support policy for survival rather than restructuring, and this seems to be the lack of the management's capacity and the absence of risk management.
As small-to-mid-sized companies are the subject of the source of driving force while taking a core role of creating jobs and enhancing the dynamic aspect of economy in an era of growth without employment, it is imperative for the government to create an institutional condition to enhance the fundamental competitiveness of small-to-mid-sized companies, and intensively cultivate such small-to-mid-sized companies.
