This study was conducted as a model in 2005 and it aimed to examine the requirement of a child care center for a process of accreditation that has been performed by stages since 2006 and recognition of the center for an index of accreditation.
For this purpose, questions for the study were established as follows:
1. What is the requirement for a process of child care center accreditation?
2. How is the recognition of a center for an index of child care center accreditation?
2-1) Is there any difference between importance and real validity of an index of child care center accreditation?
2-2) What is the requirement for items in each area of accreditation index?
2-3) Which item should be added in each area of the index of accreditation?
2-4) Which item should be deleted and integrated in each area of the index of accreditation?
To settle those matters, 2 groups were selected as subjects of this study. In the subject for Question 1, 5 centers that acquired accreditation in 2005 child care center accreditation were selected and it was conducted in-depth interview for a total of 10 people, having each 5 persons for 1 director and 1 child care teacher, respectively.
The subject of Question 2 was a total of 100 people, having each 50 persons for 1 director and 1 chief teacher, respectively, in 50 centers that acquired accreditation in 2005 child care center accreditation and participated in this study. The importance and real validity in Question 2-1 was sectionalized with five-point scale in the basis of assessment scale by Kim Kyung Ryun (2003); for the requirement for accreditation index of Question 2-2, there was a description of individual opinion for contents to be amended or suggested in the item, which was considered by a director and a teacher, by putting blank for comment on each subarea of Question 2-1; to examine the requirement for the item to be added, deleted and integrated among accreditation index items in Question 2-3 and 2-4, they checked appropriate item based on delphi survey of Lee Kyung Chul (2006) and preliminary study of Lee Sook Ja (2005) and described individual opinion.
Collected data in Question 2 was analyzed using SAS 8.0 and paired t-test was conducted to examine real validity and importance in Question 2-1. The requirement in Question 2-2 was described. Frequency and percentage was calculated for the item to be added, deleted and integrated in accreditation index items in Question 2-3 and 2-4.
The results related to those questions were summarized as below:
The requirements for the application process in child care center accreditation process of Question 1 were understanding of application purpose, financial support and demand for presentation about participation; that for self-examination process were a concrete form for each index, assistance and committee organization for self-examination; that for a field observation process were field observation system, field observer and survey for parent; the requirements after accreditation were publicity for accreditation facilities and accreditation, financial support and developmental demand for that. In whole process, there were the requirements for difficulties of work caused by long-term caring and whole training for accreditation.
The difference between importance and real validity of child care center accreditation index in Question 2-1 was significant in 78 items among a total of 80 items, but 2 of them were not significant. In addition, the importance for 80 items was highly evaluated than real validity.
The requirements for each item in the index were investigated in Question 2-2. The area of childcare environment was asking concrete standard for the index and there were the requirement related to place arrangement of facilities and data of child care activity; in the area of caring process, there was an opinion about the demand for common form and for welfare and treatment of a teacher; in the area of interaction, there was the requirement for concrete and subjective items; in the area of health and nutrition, there was that for cleanliness maintenance of toilet and washing place and for nutrition for early child; in the area of safety, there was a demand for vehicle routing; in the area of cooperation with family or community, difficulties of parent's participation and organization activity of executive committee were required.
For the item to be added in Question 2-3, there were the opinions for 72% of treatment and welfare for a teacher (overtime allowance) and 58% of various field trips.
For the items to be deleted or integrated in Question 2-4, it showed 54% of integration of daily life related activities and basic habit activities; 46% of balanced integration of establishment of care plan and care activity plan; and 46% of integration in accommodation of negative emotion of early child and their quarrel or intervention in problematic situation.
