The training schools for kindergarten workers was founded in 1992, and about 18000 kindergarten teachers who have the certificates of the second leveled qualification are being produced per year, form 83 training schools throughout the whole county.
Except for these training schools for kindergarten teachers. 129 universities or colleges are training kindergarten workers who have the certificates of the first leveled qualification, and the number of the departments that deal with children education related subjects is almost 788. Consequently, the umber of kindergarten teachers is unnecessarily increasing, so that the occupation of teaching children is losing its scarcity value in proportion to its large number. The National and Public Institution for Children Education do the teachers due honor according to their educational background and professional ability, but most kindergarten teachers are working at private institutions or private homes, so that they are being paid the least amount of money below the minimum cost of living. As results, most teachers cannot help experiencing separation frequently, because of physical and mental stress and fatigue.
This thesis proved 3 major reasons about why kindergarten teachers who work in the national and public institutions of children education are leaving their job sites, and the concrete explanations are as follows: first, it was proved that children caring teachers work overtime too much, consequently the working time excessively increases. The second reason was their unharmonious relationship with co-workers, and the third answer was their insufficient wages, when comparing the amount of money with the length of their working time.
And the first reason of the frequent separation for the kindergarten teachers who work in private institutions of children education was the excessively low income, and the second reason was the excessively long length of working time. Lastly, the third was the unharmonious relationship caused by the discord with the directors of the nursery schools.
Therefore in order to improve these faults, firstly, the government should pay for the teachers who are working in the private institutions. Secondly, they should pay the overtime extra benefits for the kindergarten teachers who usually get tired both physically and mentally from too frequent overtime works. Third, in order to promote the social level of the kindergarten teachers, the government should make their social position more assured by securing their employment status. And the fourth is that the qualification level of the private institutions directors should be enhanced, in order to minimize the psychological discord and reduce the separation rate
