The purpose of this study was to examine the concept, contents and limits of students' rights based on the constitutional law and agreements of children rights, and to review the context of hair regulations since the Japanese colonial period, as well as the campaigns against hair regulations in 2000 and 2005. And it was intended to analyze through a questionnaire survey and interviews how high school students and teachers perceived the hair regulations and campaigns against these regulations.
As a result of research, students thought that they could grow or adorn their hair in accordance with their personalities. However, teachers saw students look good when their hair was neat in conformity with hair regulations. Students regarded the control of hair as unnecessary, while teachers thought it was necessary to impose certain regulations on students' hair. Students also had complaints about the current hair regulations. Although students thought their opinions were barely accepted on revising the hair regulations, teachers saw students' opinions accepted to some extent. Most students and teachers considered that regulations such as a prohibition against hair coloring or a permanent wave were necessary, rather than a complete permission of free hair style. Still, students wanted the length of their hair to be free, while teachers wished to only loosen the regulations on hair length a bit.
Regarding why hair regulations should be removed, students answered that it was because decisions on hair length or style belonged to their own rights. Students perceived that campaigns against hair regulations had little influence on the regulations carried influence. Many students gave positive views on participation in Internet signature-collecting campaigns, while a lot of teachers had negative opinions on it. Students showed reserved attitudes towards participation in assemblies. Many teachers opposed to participation. Generally, students and teachers saw that it was necessary to guarantee students' right to hair. Students sympathized more with the necessity than teachers.
