정보통신윤리 교육에 대한 실태분석 및 지도방안 연구 = (A) study on the teaching method and analysis of problems in Education of Information Communication Ethics

국문 초록 (Abstract)

본 연구는 ‘인터넷 선진국’이라는 우리나라의 보편적인 인터넷 사용 환경에서 발생되는 정보사회 역기능의 근본적인 해결방법으로 제시되는 정보통신윤리 교육을 주제로 그 교육을 담당하는 학교 현장 교사의 정보통신윤리 교육에 대한 인식과 교육 운영 실태 및 문제점의 조사·분석을 통하여 체계적이고 효과적인 정보통신윤리 교육의 지도방안을 모색하는데 목적이 있다.
이와 같은 목적을 위해 서적과 연구논문, 간행물에 대한 선행 연구를 하였고 이를 토대로 설문을 작성하여 그 결과를 실증적 방법으로 분석하였다.
본 연구는 대전지역이라는 지역적 제한과 조사대상 선정과 그 조사 방법이 설문이라는 점을 고려할 때 연구의 제한을 갖는다.
본 연구는 대전지역 ‘정보통신윤리’ 원격연수 과정에 참여한 초·중등학교 현직 교사들을 대상으로 187부의 설문지를 배포, 그중 180부를 회수하여 빈도분석, 교차분석, 카이제곱(Chi-square)검정을 이용하여 다음과 같은 결론을 도출하였고 이를 통해 현행 교육과정상의 정보통신윤리 교육의 지도에 대한 문제점과 그 원인을 규명하여 보다 효율적인 지도방안을 모색하고자 한다.
첫째, 정보통신윤리 교육은 인터넷의 보편화와 그에 따른 문제점의 심각성을 고려할 때 현대사회에서 필요한 과제이다. 이러한 교육을 위해서는 학교 현장에서 학생들을 지도하는 교사들의 정보통신윤리 교육에 대한 바른 시각 형성이 선행되어야 한다. ICT(Information Communication Technology: 정보통신기술)활용교수방법이 전 교과에서 사용되면서 인터넷을 활용한 수업은 전 교과에서 이루어지고 있다. 따라서 전 교과담당이 정보통신윤리에 대한 인식을 함양해야 할 것이다.
둘째, 어떠한 교육이라도 그 교육에 적합한 교재와 제반 시설, 제도적 기반이 뒷받침되지 않는다면 그 효과를 기대하거나 운영·관리가 어려울 것이다. 또한 환경적 요인이 갖춰졌더라도 그에 대한 홍보와 노력이 병행되지 않는다면 그 효용성을 확신할 수 없을 것이다. 정보통신윤리 교육에 적합한 교재(멀티미디어 교재-시청각 교재, 프레젠테이션교재 등-를 선호하는 것으로 나타남) 개발과 이에 대한 홍보, 홍보에 따른 결과를 피드백 할 수 있는 노력이 추가되어야 할 것이다.
셋째, 정보통신윤리 교육의 중요성이 강조되면서 많은 대학에서 정보통신윤리 교육을 위한 전문 강좌를 개설하고, 운영하고 있다. 이러한 노력이 초·중·고등학교로 확산되고는 있지만 아직은 미흡하다. 체계적인 정보통신윤리 교육을 위해서는 전문교과 운영과 전문교사 양성이 필요하고, 기존의 원격연수로 이루어지는 현직 교사들의 연수내용 활성화를 위해서는 교사들의 연수시간을 늘리고 또한 연수내용의 만족도를 높이기 위해 전문적인 연수프로그램이 필요하며, 면대면의 시간을 늘려 현장에서의 문제점을 함께 토론할 수 있는 시간을 마련해야 할 것이다.
넷째, 인터넷 이용 장소가 대부분 가정이고, 컴퓨터 설치 장소가 개인 공간(공부방)인 것으로 볼 때 정보사회의 역기능에 대한 문제점을 해결해야 하는 곳도 가정이 우선이 되어야 할 것이다. 이미 학부모를 위한 정보화 연수 및 교육 프로그램이 운영되고 있지만 시행범위가 해당 유관기관을 중심으로 하고 있어 일부 관심 층에게만 제공 되어지고 있다. 이를 보완하기 위해서는 각 교육청이나 산하 관련기관, 학교로 그 범위를 축소하고 이를 시행할 수 있는 제도적 마련이 뒷받침되어야 할 것이다.
정보사회에서 더 이상은 간과 할 수 없는 역기능에 대한 대처방안에 앞서 이를 예방 할 수 있는 사전 교육의 토대를 위한 교육 체계와 그에 부합한 교육내용, 이를 지도할 수 있는 지도교사 육성의 필요성을 강조하며, 학교·가정·사회가 함께 노력한다면 정보사회의 올바른 정보통신윤리 정립에 대한 밝은 비전을 제시 할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The research focuses on EICE(Education of Information Communication Ethics) to solve the information society dysfunction which occurs from universal Internet use of our country called Internet advanced nation. Its objective is to study the teaching methods of systematic and effective EICE by finding and analyzing problems of current EICE management and teacher's recognition for EICE.
To attain the objective, first, I studied several books, research papers and periodicals. I made the questionnaire based on them and analyzed the results. This research was limited to Daejon as a region restriction, the questionnaire as a method and the choice of a subject.
This research conducted a questionnaire survey of primary, middle, high school teachers participating in a 'Information Communication Ethics' course on Web. I distributed 187 copies to them and collected 180 copies of them. Then, I drew a conclusion using the frequency analysis, Chi-square analysis. By analyzing the teaching problems of education of information communication ethics in our current National Curriculum, I would like to fine the causes and the more effective teaching methods.
First, when considering the serious of the problem which follows with the popularity of the Internet, EICE is absolutely necessary in our education. for that, teachers need to form the new viewpoint for EICE. While the teaching methods using ICT(Information Communication Technology) is wide-spread in all subjects, the Internet-based instruction is becoming popular. Therefore, all teachers will have to recognize the information communication ethics seriously.
Second, if in any education, the suitable teaching materials, various facility and system bases are not supported, it will be difficult to expect its effect and manage it. Also although environmental elements are supported, if there is no effort for them, we are not sure about the effect. The development of the teaching materials which are suitable for EICE(the multimedia teaching materials, the audiovisual teaching materials, and the presentation teaching materials etc. are preferred) and the public relations about it and the feedback of the results will have to be added.
Third, as the importance of EICE is emphasized, many universities opens specialized courses for EICE. Such efforts are being spread to the primary, middle, high schools, but they are insufficient. It is necessary to manage the specialized courses and train teachers for the systematic EICE. Also, it is essential to increase teachers' training hours for revitalizing the training contents, extend the more specialized training programs and have a face-to face communication to discuss education problems with teachers.
Fourth, Seeing that most people use the internet in their personal places in their houses, the place which we have to solve the dysfunction of the information society will be a home. Although the training programs for parents are being managed, only organization are providing them with some people interested in them. To complement it, it is necessary that each school and educational institutions should make an effort to provide systematic programs with many people.
In the information society, we can't overlook the dysfunction any more, so I would like to emphasize the prior education system for prevention, contents which correspond with it and the need of teacher training programs. If the family, the school and the society make an effort together, the information society will confront to the right information communication ethics by presenting a bright future.
