Currently, interest in child care is higher than any times in our society. As previously examined, about 800 thousand children are being provided with child care service in nationwide 20,000 day-care facilities. However, as doubt about whether such day-care facilities provide children with quality child care service has been raised, the key issue of current child care project is realization of quality child care.
Social interest in the quality problem of child care is shown in a variety of efforts to improve the quality of child care. Specially, quality child care service shall be provided by society to develop female manpower or support women's participation in society has been a socially significant issue.
In this aspect, discussion about introduction of evaluation certification system for day-care facilities is one of great disputes in the field of child care. With respect to this problem, the need for this system is generally shared by each field of society(competent government and public offices, day-care facilities, parents etc.), however, there is a diversity of opinion of the detail method, criteria and subject day-care facilities of this system. Concerning this, recently, such diversified opinions of the academic circle, competent government and public offices and day-care facilities operators were collected, a concrete plan for introduction of this system was searched for, detail conception of the system was prepared, the Child Care Act was revised as of Jan. 2004, and the Day-care Facilities Evaluation Certification Branch was set up to entrust model operation of day-care facilities evaluation certification in Oct. 2004. With this entrustment, proceeding of the system was accelerated.
Thus this study was attempted to suggest solutions for right enforcement of evaluation certification project to be expanded through the evaluation index developed by execution and stable introduction of evaluation certification system for day-care facilities as well as the effective settlement of model project operation using such index.
Under the aforesaid background, the need, concept, objective and detail evaluation of evaluation certification system for day-care facilities, area, criteria and system of evaluation, and composition of certification sheet were examined with regard to introduction of the system with evaluation certification guide for day-care facilities.
Those who engage in the field of child care feel keenly the necessity of the system but are worrying about how to enforce the system and problem involved in the course of execution. That is, while they feel anxious about that the system might be a form just causing overwork as evaluation only for evaluation and system only for system, they generally express a same opinion that it is a necessary system for true quality development of day-care facilities.
This result supports the indication by Seo Moon-hee et al.(2002) that some expansion of manpower and security of budget as well as arrangement of the system are inevitable to introduce the system, and now there is much difficulty in introduction of the system due to the problems of revision of the Child Care Act and security of funds. Therefore, as her suggestions of preparation of laws and regulations, security of required budget, expansion of the recognition of the necessity for introduction of the system as well as the value of the system to contribute to the quality and development of child care service, and step-by-step execution of the system with enough preparation for day-care facilities' voluntary improvement of the quality of their service, this study agrees to the necessity for introduction of the system but points out that full preparation and verification shall precede execution of the system with some concern.
There is misunderstanding in some fields of child care that certification system is just rating of day-care facilities so most of all, those who engage in the field shall right understand the recognition and necessity of the system. With recognition of the significance of child care, the government is expanding support of day-care facilities and is to utilize certification system as standard for it. Therefore intelligence to prepare for these changes in child care environment is required of the field of child care.
Certification system means a process of discussing about how the field of child care should do to improve the quality of child care service and cooperating with each other under certification body's support. Now is a turning point that all parties concerned including the public and private sectors act with one accord to develop the field of child care. First of all, not facilities-oriented but children-oriented consideration shall be kept.
It is considered that if evaluation certification system for day-care facilities is settled down under harmonization of national system and legal means on the basis of efforts and responsibilities of those who engage in day-care facilities, further effective quality improvement of child-care facilities will be made. For this, first, opinions of those who engage in the field of child care shall be reflected to smoothly implement the ‘evaluation certification system for day-care facilities as a momentum to improve the quality of domestic child care service.
Besides, as evaluation certification system is the most effective means to favorably influence improvement of the quality of child care, evaluation certification system shall be successfully settled down to improve the quality of national child care. However, the government shall not just force people to follow evaluation system and standard plan for the purpose of improving the quality of child care and instead, support labor cost for teachers, secure finances for improvement of child care environment, and assist facilities operation cost from the point of time the system is to be introduced as practical provision.
In addition, prior to evaluation certification system for day-care facilities, security of teachers' professionalism in day-care facilities, improvement of child care environment and securing of finances for stable operation of day-care facilities are urgent. Specially, to induce private day-care facilities to be positively involved in the system, first of all, the government shall connect support policy in consideration of balance with the government-supported facilities(public and government-established institutions).
