비즈니스 연속 계획을 이용한 재난복구 시스템 구축에 관한 연구 = A study on the design and implementation of Disaster Recovery System using Business Continuity Planning

국문 초록 (Abstract)

한글초록:2001년 9월 11일 미국 세계무역센터 비행기 테러로 인한 여파로 많은 기업들이 업무의 연속성 차원에서 상당한 피해를봤다는 소식들이 국내에도 속속 전해지면서 비즈니스 연속성( BCP : Business Continuity Planning)을 주목하는 기업들이 점차 많아지고 있다. BCP는 고객서비스의 지속성 보장과 고객에 대한 신뢰도 유지, 핵심 업무 기능 수행의 연속성 등을 위한 신속한 절차와 체계를 구축해 기업의 가치를 최대화 해주는 일종의 방법론이다. 지금까지는 재해나 재난 그리고 각종 사고가 발생한 후에 복구에 초점을 두는 사후적인 방식이었지만 이러한 방식으로는 위기상황에 효과적으로 대응할 수 없기에 피해를 최소화하고 기업을 위기상황에서 구해줄 수 있는 체계적인 프로세스가 필요한 것이다. 이러한 시스템 구축에 가장 어려운 부분은 내부의 공감대 형성과 비용, 인력의 문제이다. 비용의 소모라는 측면에서만 바라볼 것이 아니라 회사의 핵심 자원을 지킨다는 관점에서 최고 경영진의 적극적인 지원이 필수적이며, 아울러 이러한 투자를 보험으로만 간주해 비용만 소모하는 시설이 아닌 업무 분산 등에 적극적으로 활용하는 사고가 필요하다. 따라서 본 연구에서는 평상시 기업의 위기상황 발생시에 대한 정확한 문제의식 파악과 더불어 체계적인 대처 능력을 보유하여 유사시 발생할 수 있는 재해 및 재난에 대비하여 재산을 보호하고 중단 없는 서비스를 유지함으로서 업무를 계속할 수 있는 업무 수행계획을 작성하는데 도움을 주고, 재해복구시스템을 구축함에 있어 모델 설계에 따른 기술적 요소들을 검토하여 시스템에 이행되는 단계를 파악하고 기업의 사례 구축에 적용하여 재해복구시스템을 구축하고자 할 때 사용하고자 한다

영문초록:With news constantly coming in to Korea about the many businesses experiencing great losses in terms of business continuity due to the airline terror on the World Trade Center in the US on September 11th, 2001, more and more companies are turning their eyes toward business continuity (BCP: Business Continuity Planning). BCP is a type of methodology that builds a speedy process and system for guaranteeing customer service continuity, maintaining reliability for customers, and continuity in core operations to maximize corporate value. Until now, the method used was ex post facto with focus on recovery after calamities, disasters, and various accidents, but since this method is unable to provide effective handling of crisis situations, a systematic process that minimizes damages and protects companies from crises has become necessary. The most difficult parts of developing such a system are creating an internal consensus, cost, and human resources. Active support by top management is essential from the perspective of protecting the company's core resources rather than of expenses, and a mind-set is needed of not considering such investments only as an insurance for facilities that only expend funds but of using the investments actively for business decentralization and the like.Therefore, this study endeavors to aid the development of business implementation plans for continuing operations by maintaining services without discontinuation and preparing against disasters that can occur at any time by identifying accurate awareness of issues when corporate crises arise at all times by and possessing a systematic capacity to face such crises. It also endeavors to review technical elements according to model design in developing a disaster recovery system and to identify the stages implemented in the system, which may be applied to building corporate cases and used when building a disaster recovery system
