"본 연구에서는 고용불안, 조직몰입, 안전분위기가 안전행동과 사고에 영향을 미치는 기제를 알아보기 위해서 예비연구(인터뷰)를 실시하고 설문 조사를 병행하였다.
예비연구에서는 철도청 산업 현장에서 안전행동과 사고에 영향을 주는 요인을 파악하고자 하였는데, 상사관계, 안전분위기, 조직몰입, 직무만족, 사고를 숨기는 분위기, 고용불안, 부주의 등이 주요한 요인이었다.
이런 요인들이 안전행동과 사고에 영향을 미치는 인과관계를 알아보기 위해 모형검증을 실시하였다. 모형 검증에서 개인 수준 모형, 집단 수준 모형, 교차 모형을 설정하여 분석하였다. 교차모형은 집단 수준 변인이 개인 수준의 변인에 영향을 주는 것을 분석한 것이다.
개인 수준에서 직무만족 모형(고용불안→직무만족→안전행동→사고)과 조직몰입 모형(고용불안→조직몰입→안전행동→사고)을 설정하여 이 둘을 비교하였는데, 연구 결과를 보면 조직몰입 모형이 고용불안과 안전행동관계를 더 잘 설명하였다. 집단 수준에서 상사관계는 안전분위기에 영향을 주고 이것은 다시 집단 안전행동에 영향을 주었지만, 집단 안전행동은 집단 사고에 의미 있는 영향을 주지는 못했다. 교차수준에서 집단 수준의 상사관계는 개인 수준의 조직몰입에 영향을 주었고, 안전 분위기는 개인 수준의 안전행동에 영향을 주었다.
이 연구의 주요 결과는 고용불안, 상사관계, 안전분위기가 안전행동 및 사고에 영향을 준다는 것이다. 지금까지 사고조사에서 작동자만 사고에 책임이 있는 것으로 귀인하여 작동자를 비난하였는데, 앞으로는 사고의 간접 원인이 더 중시될 것이다. "

Influence of job insecurity, organizational commitment, and safety climate on safety behavior and accidents.

The purpose of this study is to investigate the influence of perceived job insecurity, organizational commitment, and social climate on safety behavior and accidents. The research on this subject was conducted in the Korean National Railroad.
Twenty one workers in the Korean National Railroad were interviewed in order to explore factors influencing safety behavior and accidents. The important factors found were leadership, safety climate, climate of concealing accidents, job insecurity, organizational commitment, job satisfaction, carelessness, and job overload.
Three competing models were hypothesized to study causal relations among these variables. They were the organizational commitment model, group level model, and cross‐level model. The organizational commitment model refers to job insecurity influencing organizational commitment, which leads to safety behavior. The safety behavior then influences accidents in individual level. The group level model says that supervisor affects safety climate, which in turn influences safe behavior in group level. The cross level model combines individual level approach with group level approach. In this model supervisors(group level) affect organizational commitment(individual level) and at the same time safety climate(group level) influences safety behavior(individual level) positively. All three models were supported.
Traditionally operators have been blamed as accident causer. This study, however, shows that organizational and systematic factors are as much critical factors determining safety behavior and accidents.
