As a complementary policy to increase the efficiency and the feasibility of governmental projects, it is well known that many Funds are useful.
By the way people buy lotteries voluntarily with their pleasure, which means Lottery Fund not only is built up without tax resistance but also is a good financial means for the economic depression.
Lottery Fund is now going to develop according to the development of domestic economy. However, the systemic management of Lottery Fund, especially the performance evaluation of Fund is required to be operated more carefully in spite of developing lottery market.
This study seeks to suggest the theoretical bases on the Lottery Fund Projects by focusing on the point of view that it is insufficient for Lottery Fund Evaluation System to figure out how Lottery Fund Projects operate objectively and efficiently. Furthermore it tries to suggest appropriate variables of evaluation, which make Lottery Fund Projects be assessed objectively each other.
As a method to actualize the purpose of the study, literature study is used by checking the proceeding studies about improving variables of evaluation.
Because of insufficiencies in domestic studies about the evaluation of Lottery Fund Projects, this paper looks for variables of performance evaluation related to other governmental policies and the Ministry of Planning and Budget (MPB)'s records, which produced the evaluation results of other funds. This study also used the data of Prime Minister's Commission on Lottery (PMCOL), which show the common variables of performance evaluation about Lottery Fund Projects.
By redefining the concept of evaluation variables and analyzing empirical survey to governmental officials and personals who are related with Lottery Fund Projects, the performance of Lottery Fund was evaluated.
The empirical analysis has two large sub-categories. The first is weights according to significance of each stage and variables in order to evaluate objectively. The second sub-category is stage evaluations of Lottery Fund Projects through samples, which show differences of groups about each evaluated result for variables.
As the result of the analysis, it appears that the Input Stage should be considered most significantly in each stage and variable of Lottery Fund Projects. And then turns of significance of consideration are followings; After-Output Stage, Output Stage and Process Stage. Furthermore variables considered significantly were 13 out of 16 variables, which means that 3 did not have any significance among related sampling groups.
In the meanwhile PMCOL and Lottery Trustee Organizations are generally evaluated Lottery Fund Projects to be performed well, MPB did not. General results of Lottery Fund Projects evaluation are not so bad. Specially to analysis in evaluation score of each stage, Input, Output and After-output Stage have a good score. However, Process (Implement) Stage is evaluated as need more considerations compared to the other stages and this study tries to suggest a sort of alternatives as policy proposals.
