This research paper made a tangible study and an analysis on the factors causing conflicts over the sitting of locally of unwanted facilities, for example, cremation facilities such as sublimation houses or cremation houses, and charnel ones, among unwanted facilities. As the models of the case, the paper analyzed the key autonomous local governments such as Seoul, Bussan and Ul-San cities, where local residents suffered from the sitting of locally unwanted facilities, with substantial way. Accordingly, the research conducted the substantial study to examine factors, which induce the local governments, as the leading body of the policy-decision of the position surrounding 'cremation' facilities, and local residents, as the leading subject of the policy-acceptance, to be involved in the disputes over the sitting of locally unwanted facilities. Also, it attempted to account for the difference of the influences on areas for cremation facilities and the conflicts over their selections around the areas, depending on the measurements of the sub-variants closely linked to the above factors.
In order to establish factors causing the conflicts over the sitting of cremation facilities, the paper classified them into 'factors of the policy-making process of the sitting of cremation facilities', 'those of the economic loss-related compensation', and 'those of life environments -related damages' and 'those of safety about cremation facilities'. And then, it selected the indicators of variables and measurements concerning the sub-components, based on those factors. It conducted the substantial analysis through a questionnaire. The above-stated descriptions are on the basis of the study outcome reviewed in the previous research.
The result of the analysis on how positive effect the factors that produce the conflicts over the oppositions to the sitting of cremation facilities, among local residents, could have on the acceptance of the position.
Firstly, regarding 'the factors of the policy-making process surrounding the sitting of 'cremation facilities', the positive effect on the support for accepting the sitting of cremation facilities emerges, as the more local residents have opportunities to collect opinions, and the more transparent the decision-making process becomes.
Secondly, for 'the factors of the compensation involving the economic loss', the positive effect on the support for it appears when the compensation involving it is given.
Thirdly, concerning 'the factors of the damage on life environments', most local residents are in favor of accepting the sitting of cremation facilities around the areas, as the risks of cremation facilities and the dangers of accidents are declining, the technological & institutional systems are provided so that health and life environments could not damaged and the traffic congestions could not take place.
Fourthly, 'the factors of the perception against the sitting of cremation facilities', indicated that the drop of the property value owing to cremation facilities around the areas undermines the positive effect on the support for the sitting, but actually, the developments show the higher figure of the relative relation, in the case.
Fifthly, In case of 'the factors of safety for cremation facilities', the supply in the technological & maintaining supports have the positive effect on accepting the position of cremation facilities around areas.
Based on the result of such an analysis through the questionnaire, it notes ways to effectively address the arising conflicts against the position surrounding cremation facilities, and successfully secure the position of cremation facilities.
Firstly, in an effort to heighten the possibility for accepting the policy toward the position of cremation facilities among local residents, the measures should be taken to establish the democratic system for the participation of local residents and the acceptance of opinions, so that local residents could lift their sense of distrust on the policy-making-process. Further more, the steps should be devised so that the residents could ease their sense of unrest about possible harms or dangers on the position of facilities. It would be helpful to raise the objectivity and transparency of the position-selecting process or the opinion-collecting process.
Secondly, taking into account that the position of cremation facilities brings about several negative externalities from the sharp gap between costs and benefits, the comprehensive compensatory system covering even desires among local residents as well as the compensatory system by the actual standard, must be implemented.
Thirdly, given that the position of cremation facilities affects the negative awareness among local dwellers, due to the damage of life environments, the preventive measures should proactively be taken and implemented against the potential damages that local dwellers suffer from cremation facilities.
Fourthly, in the sense that the distrust for the technological level and safety of cremation facilities among local residents evoke up the confrontations over the position of the facilities, the active activities of public relations for local citizens should be taken. And the introduction of the sophisticated technological equipment can help the citizens to have a sense of trust on the facilities.
Lastly, to make cremation facilities get over the resistances against the position among local residents, it would make sense to seek the problem-solving way on the basis of the more mature and constructive way such as amiable agreements or negotiations with the immediate parties causing the problems concerned. Rather, it is of importance to flexibly adjust the systems.
