We are living in a society with various potential problems that may occur with progress in our domestic economy and rapid aging society in the near future. In the problem to support aging people which will be encountered in the nearest future out of those, it's considered difficult to expect that a country will solve the problem totally. With rapid social variance, our country has already entered into aging society and so capability of a family to support aging people is prominently weakened with the trend of nuclear family which is regarded as the quality of modern society. Therefore, with changes in their consciousness, the number of aging people who desire to live alone to lead a solitary life is increasing than to live together with their young family. With the trend, the issue supporting aging people has become beyond families' extent but a social problem and it is the time to exert more efforts by our country and society to resolve that problem.
And thus our society with these social changes has become to need more and more elderly care facilities for supporting aging people.
The welfare law revised in year 2002 allows any civil enterprise and individual to operate paid welfare facilities that allowed only for social welfare corporation and nonprofit corporation or organization and so anyone can establish and operate the elderly care facilities.
With increase of income of citizen owing to the domestic economic growth, economic capability of the aged will be considerably increased with benefits from the national pension and personal pension and it's expected that some ordinary middle classes with economic power are likely to use the paid special elderly care facilities for health care and welfare. Therefore, it's expected that the needs for the elderly care facilities which is economic and efficient will be further increased considering above factors.
To meet various needs of the aged, the number of the facilities with diversified services will further increase and good personnel management with the facilities is the most important factor to ensure better comfortable life for the aged.
For the labor intensive elderly care facilities, the labor resources related with nursing will take the major part. Therefore, the most important thing is how such manpower resources will be managed and how new personnel should be recruited and how their capabilities can be developed.
Based on the above necessity, decisions of personnel managers have influences not only to competitiveness of owners but also to life of the people and so this kind of decisions are considered to be difficult and important ones to be made by the managers. From the above standpoint of view, this thesis is to examine how to help the aged in the facilities and how to raise the morale of the personnel to enhance synergy effects by mutual effects of those facts in "Nursing people by people" for the elderly care facilities.
Since different jobs are involved in the elderly facilities, efficient management of the manpower becomes an important factor for the facilities and this also relates to providing good service for the aged in the facilities.
Therefore, this study is to analyze the current situation and problems concerning personnel management serving for the elderly care facilities while understanding the present condition of the personnel management system that is directly related with the operation of the facilities from the required factors and finally suggesting the efficient way of personnel management.
