기업의 자원봉사에 관한 연구

국문 초록 (Abstract)

오늘날 세계 경제는 無限 競爭의 産業化 사회로 들어오면서 우리사회는 사람환경, 즉 생태계를 중심으로 많은 사회문제가 발생하고 있는 가운데 국민들의 다양한 복지욕구를 충족시키는데 정부 측인 공공기관의 노력만으로는 부족한 현실에 처해있다. 그러므로 이러한 社會問題를 해결하는데 많은 자원봉사자들과 시민단체들이 자발적으로 참여하는 시대적 변화 속에서 기업 또한 정부와의 파트너십을 형성하여 기업시민으로서 사회문제의 해결과 사회에 공헌하기를 바라는 사회로부터의 기대에 부응하여 그 사회적 책임과 역할을 인식하고 이제는 보다 적극적으로 사회에 기여해야 할 시기라고 본다.
변화하는 시대적 흐름에 호응하여 우리나라의 경우 1990년대부터 大企業을 중심으로 기업의 社會貢獻活動이 점차적으로 확산되고 있는 추세인데 특히 2000년대에 들어와서는 중소기업 등에서도 사회공헌활동을 하고 있다. 이는 기업이 이윤만을 추구하던 과거의 관행과 정경유착이라는 부정적 시각에서 탈피하여 사회문제를 적극적으로 해결하려는 의지라는 점에서 높이 평가하고 격려해 주어야 할 것이다. 시대가 원하는 기업자원봉사는 기업이 社內 임직원들의 자원봉사활동을 제도적으로 유도하며, 자신의 기술과 여가를 지역사회에 제공하고자 하는 공식적인 지원활동으로서 기존에 행한 협찬, 기부 등의 물질적 기여보다는 더욱 진보된 사회봉사 활동으로서 그 의의는 참으로 크다고 본다.
이와 시기를 같이하여 우리나라 사회복지시설들 또한 고질적인 인적, 물적 자원의 부족과 열악한 시설환경을 호소하고 있는데 사회복지시설 수용자들과 지역사회에 양질의 복지 서비스를 효과적으로 제공하기 위해서는 지금까지 구태의연하고 소극적, 비체계적이었던 관리운영체계로부터 탈피하여 기업과의 전략적 파트너십을 형성, 상호 협조체계를 구축함으로서 사회복지시설의 궁극적 목표인 “社會福祉施設의 社會化”를 이뤄나가야 할 것이다.
현대사회는 하루가 다르게 변모해 가는 "초고속의 시대"이며 "정보화 시대"이다. 사회복지시설들 또한 이러한 시대적 흐름에 발 빠르게 적응하고 대처해 나가지 못한다면은 더불어함께 잘살아 보고자하는 21세기 相生의 시대적 분위기에 역행하는 결과를 초래하고 말 것이다.
사회복지시설에서의 자원봉사의 필요성 및 그 활용에 대한 논의는 그 동안 학계를 비롯한 사회복지의 여러 분야에서 제기되어 왔었으나 일반적으로 중고교생 및 대학생, 일반인들의 自願奉仕에 대한 것들이 대부분 이엇지 企業自願奉仕에 대한 연구는 상당히 미진한 실정이다.
따라서 社會福祉施設에서 이러한 一般的인 自願奉仕와 차별화 하여 우수한 두뇌가 집결되어 있고 기업의 전문적인 기술과 관리경험, 리더십, 확실한 손익계산, 합리적인 판단력과 풍부한 재정을 겸비한 기업자우너봉사의 중요성을 새롭게 인식하고 이를 효과적으로 활용 한다면 사회복지시설 또한 시설운영의 극대화를 꾀할 수 있기에 기업자원봉사의 활성화의 의의는 대단히 크다고 본다.
이러한 측면에서 본 연구자는 企業의 自願奉仕에 관한 硏究를 하는 과정에 있어 공급과 수요의 주체인 기업과 사회복지시설 외에도 이를 효과적으로 연결해주는 자원봉사센터, 그리고 사회복지 민간단체 등으로부터 적지 않은 활성화에 문제점들을 발견할 수 있었다. 이는 기업자원봉사를 시행하는 기업과 지원하는 정부, 민간 사회복지단체, 자원봉사센터, 사회복지시설에서의 자원봉사자관리에 잇어 기본체계인 기획, 모집, 배치, 교육, 활동, 평가, 인정, 보상, 사후관리까지의 모든 과정을 근본적으로 재검토하고 수정, 보완함과 아울러 상호 긴밀한 협조체계가 구축될 때 비로소 그러한 문제들이 점차적으로 해결될 수 있을 것이라 본다.
첫째로 企業과의 戰略的 파트너십을 형성한느 것으로서 사회복지시설은 기업자원봉사의 주체인 기업과의 관계에 있어 보다 적극적인 마케팅기법을 도입함과 또한 산업화, 정보화 시대에 발맞춰 인터넷을 이용한 다방면의 활성화방법을 병행해 나감으로서 보다 효과적으로 사회복지사업을 추진해 갈 수 있을 것이다. 시설에서 봉사하는 기업 봉사단체의 연합체를 결헝하여 좀더 효과적이고 체계적인 서비스를 제공하는 것이다.
둘째로 정보네트워크의 구축을 통한 상호 협조체계 속에 정보공유를 하는 것으로서 기업과 중개·지원조직, 그리고 사회복지시설을 하나로 시스템화하여 수요과 공급의 연결을 신속하게 해나감과 아울러 이를 지원하고 관리해 나가는데도 보다 효과적일 것이다.
셋쩨로 직장에서 주 5일제가 점차 확대되면서 주 5일제가 기업자원봉사 어떤 영향을 미칠 수 있는 지를 검토하여 職場人과 가족들의 봉사활동으로 유도하는 것이 효과적으로 이루어질 것이다.

다국어 초록 (Multilingual Abstract)

Since the world economy entered the unlimited competitive industrialized society, many problems have been happening related to ecosystem. Just the endeavor from Government is not enough to meet the various welfare desire of people. In the stream of this social change, Th lots of volunteers and civic groups are trying hard of their own free will in order to solve these problems. Corporations should form the partnership with government, recognize and fulfill its responsibility and role corresponding with the expectation from society. In Korea, the large corporations have been leading more contribution for society, especially with smaller ones joining them.
It should be appreciated and encouraged in view that they are trying hard to solve these problems, turning back from the traditional practice-pursuing just profitability and a back-scratching alliance between government and corporations. The social activities performed by corporations is official support, that is, corporations conduct systematically the condition letting executives do such activities and they share their skill and leisure with community.
That is an advanced social activity compared to former material offering such as sponsorship or donation. Its meaning seems to be significant.
At the moment, our welfare institutions are having hard time with continual lack of human and material resources, therefore, outdated, passive and unsystematical management need to be changed and they should build inter-corporational system, forming strategic partnership with the corporations so that the inmates and th community can be supplied with welfare service of good quality. By doing so, the ultimate goal of welfare institutions or their socialization will be achieved. We live in rapidly changing informative age. If the institutions can't adjust themselves to this current, it will lead to the retrogress against the atmosphere of coexistence.
The argument about the necessity and use in the welfare institution has been suggested in the several fields including some academic circles, but it's been practiced voluntarily by the teenaged students or some people.
Unlike the volunteer work performed by ordinary people, the corporations have lots of competent persons, professional skill managemental experience, leadership, profit-and-loss statement(P/L), reasonable judgement, sufficient finance. Thus if the welfare institutes should recognize and take advantage of them, they can maximize the efficiency of the management.
Could find out several problems which the corporation, welfare facilities, the volunteer center and the non-governmental organization have in process of studying the smaller corporations' voluntary work. These problems can be solved gradually only when we examine, correct and complement all the process, or the basic course of corporation, government, private group, volunteer center - planning, recruitment, arrangement, education, activity, evaluation, approval, reward and build inter-corporational system.
First, the welfare institute should form the strategic partnership with corporations importing marketing skill with enthusiasm. And it will be able to drive the public welfare service effectively by using internet and activation the various ways. Accordingly, the welfare institute could offer the effective and organized service with the united group among the corporate volunteers.
Second, if the welfare institute share the information with the corporation, mediating-support organization and systemize, the supply and demand will be accomplished more easily.
Third, as 40 hour work a week is spread throughout the nation, workers and their family will be led to spend their time doing more voluntary work if we check what effect 40 hour work has on the social activity from the corporation.
