초등학생의 민주시민의식에 관한 연구 : 제7차교육과정을 중심으로

The quality of democracy in a democratic state is decided upon the democratic quality of its citizens, which is only learned through thorough education. Hence, democratic citizen education's first priority is to educate its citizens to be fully aware of their democratic rights and duties.
During the early ages of elementary educations, citizens are firstly taught about its surrounding society, regarding its required basic manners and values. As the educational level advances, citizens are further educated about its surrounding society and its sophisticated structures. Hence, citizens in age of elementary education are excellent resources for the democratic state to examine its citizen' basic democratic quality, which directly effect the state's decision regarding its democratic education toward its citizens.
Hence, this report focus on selecting the educational standard for the citizens and, in same time, examine the democratic quality of children, who are currently attending elementary education, from Ilsan and Pundang of Kyunggi Province.
Existing literature on this topic generally suggest that there are four elements of democratic citizenship : internalization of basic democratic values : respect of humanrights : responsibility : cooperation : and democratic formal . The questionnaire was composed of 27 questions categorizes in to 4 virtues mentioned above. Collected data throuh the questionnaires were analised by various statistical treatments such as frequency, percentage, cross-tabs, t-test, one-way ANOVA, and regression analysis.
To summarize the research result, regarding the democratic quality of students of elementary education shows that females have more rational democratic mind and higher democratic participation in its surrounding society. As the citizen's educational level advanced, quality of his or her democratic citizenship had very little improvement. It also showed that surrounding environments of citizens, such as family or peers, had very effect on their democratic quality. Regarding the regional tests of Kyunggi province, students of elementary education showed high knowledge of democratic citizen's quality of demoncratic citizenship appeared to be the gender, while their educational level or family surroundings, unless they had brothers or sister, appeared to be ineffective.
The research had suggested these points :
Firstly, the democratic education will be more effective if the standard of the education is different for male and famale.
Secondly, as observed in the research result, improvements in quality of democratic citizenship is not shown as the citizen's educational level improved. This result suggests that the current educational systems in elementary schools are not effective and requires thorough examination for change.
Thirdly, to improve the low participation of democratic citizenship, voluntary activities, which are rarely active in current elementary education, will need to be considered more important ane widely executed.
Lastly, research result shows that citizen's surrounding such as its family environment have significant effect in citizen's quality of democratic citizenship. Hence, the education at elementary school will also need to interact with education at elementary school will also need to interact with education at home, in order to boost the level of citizen's democratic citizenship.

국문 초록 (Abstract)

한 나라의 민주주의가 잘 실현되는가의 여부는 그 나라 시민들이 어느 정도의 민주적 자질을 가지고 있는가에 달려 있다고 할 수 있다. 그런데 그 민주 시민으로서의 자질은 저절로 이루어지는 것이 아니라 교육에 의해 만들어 지는 것이다. 민주 시민 교육은 바로 이러한 민주적 자질을 갖춘 시민을 기르는 데 주된 목적을 둔다.
초등학교 시기는 자신이 속한 사회가 요구하는 행동방식과 가치 규범을 토대로 하는 기본적인 시민성과 연령에 적합한 전문적인 시민성이 본격적으로 개발되는 시기라 할 수 있으며, 따라서 초등학교 학생의 민주 시민성을 측정해 봄으로 해서 복합적인 성격을 지닌 미래 사회의 훌륭한 시민의 기초 자질을 평가해 볼 수 있으며, 차후 민주 시민성 교육을 위한 방향 설정에 많은 도움을 줄 수 있을 것이다.
이에 본 연구는 미래 사회의 주역이 될 초등학생들을 민주 시민으로 교육하기 위해서 필요한 민주 시민의 자질 덕목을 선정하고, 경기도 일산과 분당의 신도시 지역의 초등학생들의 민주 시민 의식 수준을 파악하고자 하였다.
도덕과 교육의 근본 목표인 민주 시민성에 대한 측정 도구는 기존의 연구에서 사용된 민주 시민 덕목을 4가지-인권존중의식, 책임의식, 협동의식, 민주적 절차의식-으로 나누고 문항들 중에서 변별도와 내용 타당도가 높은 문항을 선별하여 총 27문항으로 재구성하였다.
조사 결과는 경우에 따라 빈도분석과, 교차분석을 이용하여 기술하였으나, T-검증, 분산분석(ANOVA), 다중회귀분석 등을 실시하였다.
연구 결과를 요약해 보면, 변인별 민주 시민 의식 수준에 있어서, 남학생보다 여학생이 전 영역에서 높은 수준을 보였으며, 학년이 높아질수록 민주 시민 의식이 낮아졌다. 또, 가정의 환경적 요인 들 중 생활수준은 생활수준이 높을 수록 민주 시민 의식이 높다는 결론을 도출할 수 있었지만 가족구성, 가족형태, 서열, 아버지 학력, 어머니 학력, 주택 소유형태 등의 환경적 요인들은 학생들의 민주 시민 의식에 유의한 영향을 주지 못하는 것으로 나타났다. 영역별 민주 시민 의식 수준에 있어서는 초등학생들의 전체 민주 시민 의식은 높은 편이었으며, 구체적으로 인권존중과 협동 의식에 있어서는 높은 수준을 보였으며, 책임의식과 민주적 절차의식은 낮은 수준인 것으로 나타났다. 또한 민주 시민 의식에 영향을 주는 요인을 분석해 본 결과 학년이 가장 큰 영향력을 주며, 다음은 성이었으며, 생활 수준 역시 유의한 영향을 미치고 있었다.
이와 같은 연구 결과는 다음과 같은 점을 시사한다.
첫째, 학교에서 이루어지는 민주 시민 교육이 여학생과 남학생의 특성을 고려해서 적절하게 제공될 때 보다 더 효과적으로 이루어질 수 있다는 것을 알 수 있었다.
둘째, 학년이 높아질수록 민주 시민 의식이 낮아지는 것으로 미루어 볼 때 학교에서 이루어지는 민주 시민 교육이 제대로 이루어지고 있지 못하다는 사실을 알 수 있었다. 따라서 민주 시민의 자질 함양이라는 사회과 교육의 목표가 실천적으로 달성될 수 있도록 보다 구체적이고 세부적인 계획이 수립되어야 한다.
셋째, 여러 민주 시민 의식 중에서 특히 낮은 수준을 보이고 있는 민주적 절차 의식을 향상시키기 위해서 현재 형식적으로 시해오디고 있는 학급회의 활동을 활성화시킬 필요가 있다.
마지막으로 가정의 생활수준을 제외한 나머지 환경요인이 학생들의 민주 시민 의식에 미치는 영향이 매우 미미하다는 연구 결과는 가정에서의 민주 시민 교육이 제대로 이루어지고 있지 않다는 것을 보여주며, 따라서 도덕과에 있어서의 민주 시민 교육을 생활과 연결시켜 교육하되 가정, 사회와 밀접한 관계를 가지도록 해야 할 것이다.
