      The school council was introduced to change principal-centered 'closed' decision-making system into participant 'open' one and transform authoritarian school management into democratic one. It is assumed that, however, the school council has not achieved its intended goals.
      It has been 8 years after the school council was introduced, so it is the time to examine the actual condition of the school council in elementary schools and middle schools for successful implementation.
      There have been done many researches on the school council, but the researches are focused on certain areas, so the result of the researches cannot be applied to the whole nation. Thus, the purpose of the study is to analyze 70 researches performed during the year 1990 to 2001 and synthesize trend or generalize results of the researches.
      This research examine the percentage of the result which responders react about the question give the average next again namely and compare by according to the area, according to the school level, according to the foundation Self-Propelled and according to the faction, found the universality adequacy of the theory to be compare national and were the low. This study was composed of the reaction of responders about 26 question of included in 5 area on a structure Self-Propelled side, an operation course side and a support setup side.
      According to the result of the analysis, the opinions on the system was positive, but the opinions on the operation, participants, and support for the school council was negative. Also, the result suggests that the operation of the school council is perfunctory. Finally, it is expected that successful operation of school council make schools more democratic and participative school operation.
