사회적 일자리 창출 사업에 참여하는 노인들의 삶의 질에 관한 연구

국문 초록 (Abstract)

본 연구는 한국의 고령화 사회에 대비한 노인 복지 정책 가운데 노인일자리 창출 사업이 고령자의 삶의 질에 어떠한 영향을 미치는지 질적 조사연구를 통해 밝히고, 우리나라 노인 고용 정책의 전망과 방향에 대해 논의하고자 함이 목적이다. 이러한 연구 목적을 달성하기 위해 사회적 일자리 창출 사업, 그중에서 시장참여형 사업에 참여하고 있는 65세 이상 8명의 노인들을 심층 면접하였다. 심층 면접한 자료들은 질적 연구 방법 중에서 Strass와 Corbin의 근거이론 자료 분석 방법에 따라서 개방코딩, 축코딩, 선택코딩의 분석과정을 통하여 삶의 질의 요소들과 관련된 핵심범주와 하위 범주들 간의 관계를 구축하는 과정을 통해 이론적 유형을 도출하였다.
본 연구를 통해 알 수 있는 주요 결과는 다음과 같다.
첫째, 사회적 일자리 창출 사업을 통해 규칙적인 생활리듬으로 잡념을 감소시키고, 성취감을 통해 마음이 안정되고 삶의 의욕이 솟아나며 숙면 등을 통해 체력이 증가한다.
둘째, 사회적 일자리 창출 사업을 통해 고정수입을 보장한다.
셋째, 사회적 일자리 창출 사업을 통해 개인 능력에 대한 긍정적 평가를 받고 성취감을 느끼며 자신감이 생겨 미래에 대한 희망을 갖게 된다.
넷째, 사회적 일자리 창출 사업을 통해 부부관계의 긍정적 변화를 경험하고 부모 자식간의 세대 차이를 이해 할 수 있는 관심거리를 제공하여 화목을 도모한다.
다섯째, 사회적 일자리 창출 사업을 통해 건강유지를 위한 여가활동은 줄고 소극적 여가활동이 증가한다.
마지막으로, 사회적 일자리 창출 사업을 통해 건강을 유지하고 수입을 얻고 남을 도와주는 것에 대해 보람을 느껴 만족한다.
이러한 결과를 통해 다음과 같은 함의를 이끌어 낼 수 있다. 본 연구의 첫 번째 의의는 삶의 질과 관련하여 기존에 연구된 자료들을 토대로 사회적 일자리 창출 사업에서 삶의 질을 구성하는 요소들이 우리나라 고령자들에게 어떻게 영향을 미치고 있는가를 실증적으로 분석하였다는 점이다. 기존 연구에서는 객관적 지표들을 바탕으로 양적 조사에 의한 척도를 만들기 위한 자료제공 내지 특정 요소들에 대한 가설 검증을 위한 연구들이 많았다. 그러나 본 연구를 통하여 사회적 일자리 창출 사업에 참여하는 고령자들의 삶의 질 향상에 대한 이해를 높일 수 있을 것이다.
보다 구체적으로 건강이라는 측면에서 볼 때, 고령자들에게 단순히 일자리를 제공하고 수입을 보장하는 측면을 넘어서서 일자리를 통해 참여하는 노인들의 건강을 종합적으로 관리해주는 사회복지 서비스 프로그램 등을 함께 운영하는 방안이 강구 되어야 한다. 이와 병행하여 이를 위한 여러 가지 모델들의 연구가 진행될 수 있을 것이다. 또한 가족관계의 측면을 볼 때, 사업을 진행하는 사업체를 지역 단위 등으로 묶어 사회복지사를 통해 전담하도록 하여 사회적 일자리에 참여하는 노인과 가족간의 관계회복을 위한 사례관리나 가족 치료 프로그램 등의 다양한 가족복지 프로그램을 활용하는 방안에 대한 연구도 가능할 것이다.
두 번째 의의는 사회적 일자리 창출 사업에 참여하는 고령자들의 유형을 공통된 분모로 묶어서 여러 측면에서 설명하였다는 점이다. 하나의 요소만 놓고 생각하지 않고 삶의 질 각각의 요소들이 서로 맞물리는 관계를 어느 정도 설명할 수 있었다. 이러한 요소들은 또 다른 상황에서 각각 다른 역할을 수행 할 수 있을 것이다. 따라서 본 연구를 통해 다른 많은 주제들을 삶의 질이라는 문제와 결부시켜 연구할 수 있는 또 다른 연구 모형이 될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This research is to discuss the prospect and the direction of the elderly employment policy of Korea based on the results of a qualitative research on how a Job Creation Project, as one of the various elderly welfare policies to prepare for Korea''s aging society, affects the quality of life for the elderly who participated in the project.
In order to achieve the objective of this research, I performed an in-depth interview with 8 elderly over 65 years of age who were taking part in the Market Participation Type Project, among the Social Job Creation Projects. Through the open coding, axis coding and selective coding analysis process according to the method of assessing the ground theory material by Strass and Corbin, a theoretical form was derived from the process of establishing the relationship between the core categories related to the factors of quality of life and the sub- categories.
The main results of this research are as follows.
First, through the Social Job Creation Project, idle thoughts of the elderly were decreased with a regular life, their mind became stablized through a sense of achievement and their health was improved through sound sleep.
Second, the Social Job Creation Project brings about a fixed income.
Third, there is a sense of achievement with the positive assessments of one''s capability and a hope for the future is developed through self-confidence via this Project.
Fourth, through creation of jobs in society, the elderly workers and their spouses experienced positive change in their relationships and this project created common understanding which they and their children can share despite the different generations.
Fifth, this project caused their leisure activities for health decreased and passive leisure activities increased.
Lastly, through the Social Job Creation Project, the elderly workers were able to maintain their health, to gain an income, and to get satisfied with helping others.
The followings are the implications of the results.
The first implications of the research is related to the quality of life. Based on the research material, it practically analyzed how the factors in quality of life in the Social Job Creation Project affect the elderly.
Based on the objective indicators in the past research, there was lot of research on providing material to create a standard through quantitative research or to confirm hypothesis. However, this study will be able to heighten the understanding of improving quality of life of the elderly who take part in the Social Job Creation Project.
