The purpose of this study is to examine factors to influence using health services of people with disabilities and different factors of using health services between people with disabilities and the others. For this, the results of health services which local members of health insurance used for diabetes, high blood pressure, stroke, and arthritis from health insurance corporation.Subject was 1537 people with disabilities and 4586 people with non-disabilities.Also, Anderson Model of health reliance was used for analysing using factors of health services.The major findings are as follows :First, sex had influence on using health services of chronic patients with disabilities. women outpatients were smaller than men. Also, women examination rates were lower than men. However, in case of people with non disabilities women used health services more than men.Second, age had influenced on using health services of chronic patients with disabilities. When age increased, health examination rates and visiting days of outpatients were increasing. also, in case of people with non-disabilities, age was also affecting health examination rates and numbers of outpatients.Third, division between the head of family and member of family did not influence clonic patients of health services regardless of people with disabilities and non disabilities.Forth, economic level influenced on using health service of chronic patients with disabilities. when economic level was lower, visiting days of outpatients, examination rates, and hospitalization days decreased. In case of people with non-disabilities, economic level influenced on visiting days of outpatients, and the direction was the same.Fifth, residence region influenced on using health services of chronic patients with disabilities. residents in farm villages visited hospitals more than residents in cities. Also, residents in farm villages hospitalized less than residents in cities. In case of people with non-disabilities, residence region influenced on visiting days of outpatients.Sixth, the number of chronic diseases influenceed on using health services. Specially when the number of chronic diseases increased, visiting days of outpatients and hospitalization days were increased. In case of people with non-disabilities, the number of chronic diseases influenced on hospitalization days, and the direction was the same with people with disabilities.Based on finding, to improve health insurance policy, proposals are as follows.Economic level is important factor of using health services of people with disabilities. Therefore, burden cost of the person himself or herself should be reduced. Also, health insurance coverages should be expended, and transportation and helper needed using health services should support. And in farm villiages many health agents should be established because of increasing old people in aged societies. Finally, public information of health examination should be enforced for women with disabilities.
