임금근로장애인의 소득이동에 관한 연구 = A Study on the Income Mobility of the Disabled with Paid Work

This research determines the magnitude of income mobility of the disabled with paid work and analyzes the relationship between income mobility and income inequality among them. Income in this research represents the disposable income of the disabled with paid work, and the measurement period ranges from 2008 to 2011 with the base year at 2007. This research measures relative and absolute income mobility of the disabled with paid work based on Beenstock’s(2004) quantitative mobility and rank mobility, and analyzes the direction of income mobility through the transition matrix.
Regarding the mobility of the disposable income for the disabled with paid work from 2007 to 2011, the research demonstrates moderate levels of rank mobility() and quantitative mobility(*). To be more specific, 40 to 50% of the disabled with paid work located at first, second, third, and fourth quintile of the income distribution in 2007 move to different quintile. However, it is important to note that those at the fifth quartile in 2007 do not show a significant degree of movement to other quintile throughout the measurement period. Also, the analysis of the relationship between income mobility and income inequality reveals that income mobility of the disabled with paid work in Korea has a low level of equalizing effect on income inequality. Based on the results, we put forward some policy implications for the disabled with paid work.

국문 초록 (Abstract)

본 연구는 한국장애인고용패널의 1~5차년도 자료를 활용하여 2007~2011년까지 5년간 조사된 임금근로장애인의 소득이동 정도와, 소득이동과 소득불평등과의 관계를 분석하였다. 먼저 임금근로장애인의 소득이동을 Beenstock(2004)이 제시한 순위이동과 양적이동을 기준으로 하여 상대적 이동과 절대적 이동으로 나누어서 측정하였으며, 이행매트릭스를 통하여 소득이동의 방향을 추가적으로 분석하였다. 그리고 이러한 소득이동이 소득불평등과 어떠한 관계가 있는지를 Fields(2009)의 탄력성 지수로 측정하였다.
구체적으로 2007년을 기준년도로 하여 2008, 2009, 2010, 2011년 각각 임금근로장애인의 가처분소득의 이동을 측정한 결과, 순위이동()과 양적이동(*)은 중간정도의 소득이동이 있는 것으로 나타났다. 즉 2007년 1, 2, 3, 4분위에 머물고 있었던 임금근로장애인의 40~50% 정도가 5분위로 이동보다는 가까운 상·하위분위로의 이동이 주로 이루어졌으며, 저소득층와 상위층간의 역이동은 크지 않은 것으로 분석되었다. 특히 5분위의 경우에는 각 분위의 이동에 비해 상대적으로 움직임이 덜한 것으로 나타났다. 이는 임금근로장애인의 상위층은 측정 기간 동안 큰 변화가 없었던 반면에, 중산층 이하에 머물고 있었던 임금근로장애인들은 경기에 민감하게 반응하여 상대적으로 움직임이 많았던 것으로 분석되었다. 마지막으로 이러한 임금근로장애인의 소득이동의 현상이 소득불평등과 어떠한 관계가 있는지를 분석한 결과, 우리나라 임금근로장애인의 소득이동이 소득불평등을 균등화 시키는 정도는 매우 적은 수준인 것으로 나타났으며, 그 의미는 본문에 제시하였다. 이러한 연구결과를 토대로 임금근로장애인의 복지정책 및 고용정책에 대한 제언을 하였다.
