제도변화에 대한 이론적 고찰 = 후기 신제도주의의 쟁점과 한계

국문 초록 (Abstract)

후기 신제도주의 이론들은 제도변화의 방식, 제도변화에 영향을 주는 정치적 과정, 그리고 제도변화에서 이념의 역할을 집중적으로 분석하였다. 후기 신제도주의는 제도의 변화에 초점을 두고 다음과 같이 진행되어 왔다. 첫째, 후기 신제도주의 이론들은 기존의 의도적이고 급진적인 제도변화 이외에, 의도적인 제도설계에 의한 것이 아닌 경로의존 속에서의 점진적인 제도변화의 메커니즘을 밝혀내었다. 둘째, 이들은 급진적인 외부적 제도변화와 점진적인 내부적 제도변화가 어떠한 정치적 과정을 거쳐서 일어나는가를 설명하였다. 마지막으로, 후기 연구들은 위의 두 가지 제도변화 속에서 이념이 어떠한 역할을 하여 제도변화를 가져오는가를 분석하였다. 본 논문은 후기 신제도주의 연구를 위의 세 가지 이론적 쟁점에 따라 고찰하고 한계점을 지적하면서 앞으로의 과제를 설명할 것이다. 본 연구는 한국정치경제 혹은 비교정치경제의 사례를 들면서 신제도주의에 관련된 개념(변수), 분석틀, 논지를 설명할 것이다.

다국어 초록 (Multilingual Abstract)

Recent new institutional theories have focused on modes of institutional change, politics of institutional change, and ideas for institutional change. They have concentrated on processes of institutional change, compared to early neoinstitutional theories. First, the late neoinstitutional theories have tried to explain incremental and endogenous changes of institutions as well as punctuated and exogenous changes of institutions. Second, they have explained how political processes have influenced these two kinds of institutional change. Finally, these theories have analyzed roles of ideas in these institutional changes. This study will explore the above three theoretical issues and limits of the late new institutionalism, and suggest further research projects for theoretical development in the future.
