학교문화예술교육 활성화를 위한 방향성과 과제: 영국의 사례를 통한 시사점 = Arts and Cultural Education at Schools: Implications from the English Case

This study presents a critical analysis of the current status and policy trends of arts and cultural education at schools in England and discuss their practical implications. Arts and cultural education provisions, especially within the school system, in England were remarkably expanded and strengthened due to the New Labour government`s strategic policy support (1997-2010). However, since the change of government in 2010, arts and cultural education has become drastically marginalized within the public education system. Arts education provisions in Korea have also been markedly expanded with the government support for the past ten years . a parallel to the English case. Analyses of the English case not only provide evidence that the status of arts and cultural education, which is largely reliant upon public support, can hardly become stabilized as government policy is subject to constant fluctuation in response to the changes in the socio-economic and political spheres; they also provide some critical policy implications for the Korean counterpart: the dependence of the current arts education provisons on government support with no public consensus can only be evanescent. The study argues that there is a pressing need for a social and public consensus on the raison d`etre of arts education within the public education system and discuss why it serves as an instrumental cornerstone for further development of arts and cultural education.
