영국 도시 디자인코드와 관련 도시정책 연구

국문 초록 (Abstract)

우리나라는 도시정책의 관리적 측면을 강조하는 시대이지만, 적절한 대안을 찾기 힘든 상황이다. 또한 엄격한 미국의 조닝체계로 인한 다양한 문제와 도시설계와 공공디자인 영역을 연결할 수 있는 제도적 대안이 매우 필요하다. 본 연구는 이러한 제도적 필요성을 배경으로 현재 직면한 도시의 미시적 문제를 해결할 수 있는 대안으로 영국의 디자인코드에 주목하여 연구를 진행하였다. 연구방법은 디자인코드와 관련된 도시정책은 다양한 문헌 중심의 질적 연구방법을 중심으로, 디자인코드 사례는 일곱 개의 영국 도시디자인코드를 비교분석하였다. 이러한 연구방법을 통해 영국의 도시정책과 디자인코드를 고찰하고 Rotherham의 디자인코드 사례를 분석하고, 본 연구의 목적에 적합한 여섯 가지의 시사점을 도출하였다. 첫째 Design Code의 유연성, 둘째 디자인코드만의 입체적이고 통합적 설명, 셋째 정성적 접근과정을 통한 사회적 합의 도출, 넷째 체계적인 코드의 위계, 다섯째 ‘Active Frontage``의 중요성, 여섯째건물의 층수에 따른 용도의 혼합 등 이다. 이러한 결과를 통해 본 연구는 현재보다 더 활기차고 수준 높은 도시공간을 조성할 수 있는 제도의 기초자료 제공과 공공성을 정성적 과정과 평가를 통해 제공하는 영국의 성공적인 사례를 통해 정성적 방법의 필요성 제고를 기대할 수 있다.

South Korea is the era that emphasizes the management aspects of urban policy, but it is the situation difficult to find a suitable alternative. In addition, there are various problems due to the zoning system of strict US. And institutional choices for connecting the area of public design and urban design is very necessary. The research methods, focusing on qualitative research methods and focus on various documents, the design code example, urban policy related to the design code, and comparative analysis of the code urban design in the UK of seven. Use the research this way, and consider how to code and design urban policy in the UK. Analyze the case of the design code Rotherham, were derived suggestions six suitable for the purposes of this study. In this study, against the background of the need for these plans, as an alternative to solve the problem of micro cities face today, we studied the design code of the UK. I analyze the case of the design code of Rotherham consider the code of design and urban policy in the UK. Through this process, I have derived suggestions that are suitable for purposes of the present study. Flexibility of the Design Code, description integrated three -dimensional, the only design code, social consensus through the process of qualitative approach, the hierarchy of a systematic code, the importance of "Active Frontage" is the Number of stories in the building and the like mix of applications you need. From these results, in this study, the provision of basic data system that can be construction the urban space of high quality and vibrant than is currently possible. Further, it is possible through the success stories in the UK to be provided through the evaluation and the qualitative course of the public, and to expect the need for the possibility of a qualitative method.
