장애인가구의 빈곤 실태 및 장애 추가비용의 빈곤 영향력 = The Impact of Disability Costs on the Poverty Rate of the Households with the Disabled Members

다국어 초록 (Multilingual Abstract)

The objectives of this study is to identify the impact of disability costs on poverty rate of the households with the disabled members. To achieve the aim, this study measured the poverty rate of the households with the disabled members and the households without the disabled member using the 2006 National Survey of People's Lives conducted by the Korea Institute of Health and Social Affairs.
The result of the analysis shows that the absolute poverty rate of the households with the disabled members is 21.0%, that is almost three times higher than the households without the disabled members(7.3%). Also after deducting disability costs measured by Lee(2008) in ordinary income of the households with the disabled members, the absolute poverty rate increase by 2.7 times and the relative poverty rate increase by 1.4 times.
The results of this study therefore suggest that there is a strong need for the central government to introduce new disability benefit including basic disability pension and enlarge the coverage and benefit rate of the disability allowances.

국문 초록 (Abstract)

본 연구는 비장애인가구와의 비교를 통해 장애인가구의 빈곤 실태를 파악하고, 장애인가구의빈곤을 심화시키는 주요 요인으로서 장애 추가비용에 주목하여 추가비용이 장애인가구의 빈곤을얼마나 심화시키는지를 밝히고자 하는 것을 목적으로 하고 있다.
본 연구는 이러한 목적을 수행하기 위해, 한국보건사회연구원과 보건복지부가 최저생계비 계측을 위해 실시한 ‘2006년 국민생활실태조사’의 원자료를 분석하여 장애인가구 및 비장애인가구의 빈곤율을 측정하였다.
분석 결과, 절대 빈곤계층이라고 할 수 있는 소득인정액이 최저생계비 이하의 장애인가구 비율은 전체 장애인가구의 21.0%로서 비장애인가구의 동 비율(7.3%)의 약 3배에 달하였다. 또한 이선우(2008)가 동 자료를 활용하여 삶의 수준 접근법으로 계측한 장애유형별 추가비용을 장애인가구의 경상소득에서 공제하기 전과 공제한 이후에 각각 장애인가구의 빈곤율이 어떻게 달라지는가를 분석한 결과, 추가비용을 공제한 이후 절대빈곤율은 약 2.7배, 상대빈곤율은 약 1.4배 이상 증가하였다.
이러한 분석 결과를 통해, 장애인가구가 경험하는 경제적 어려움이 비장애인가구에 비해 상대적으로 훨씬 크고 심각하다는 사실을 다시 한 번 확인할 수 있었으며, 특히 장애로 인한 추가비용지출이 최저생계비 이하의 절대 빈곤 가구뿐만 아니라 상대 빈곤 가구, 즉 일정 소득 이하의 저소득 가구의 경제적 어려움을 심화시키고 있음을 확인할 수 있었다. 또한 장애연금과 장애수당 등 현재 운용되고 있는 장애 급여가 장애로 인한 경제적 비보장에 대응하는 효과적인 소득보장제도로써 기능하고 있지 못함을 알 수 있었다.
향후 장애인가구의 빈곤을 완화하기 위해서는 소득보전급여로서 ‘(가칭)기초장애연금’과 같은 새로운 장애급여를 조속히 도입하고, 더불어 추가비용급여인 현재의 장애수당 및 장애아동 수당의 지급대상과 지급액을 지속적으로 확대할 필요가 있다.
