장애청소년 생활실태와 복지욕구 지원방안 연구 = A study on the current situation of life and the support for the welfare needs of the disabled adolesecnts

국문 초록 (Abstract)

장애청소년의 복지정책과 서비스는 장애청소년의 역량강화를 통한 사회 참여와 통합을 지원하는 방향에서 논의되어야 한다. 지금까지 우리나라에는 장애청소년의 복지를 위한 정책이나 서비스는 존재하지 않는다 해도 무방할 정도로 취약하다.
본 연구는 장애청소년(중 · 고등학생)의 사회참여와 통합을 위한 복지정책과 서비스를 개발을 목적으로 한다. 이를 위하여 현재 중, 고등학교 과정에 재학 중인 장애청소년 466명을 대상으로 기초생활실태와 생존욕구, 문화여가활동과 발달욕구, 사회지원체계와 보호욕구, 인권과 참여욕구 등 복지실태와 욕구분석과 장애유형 간에 어떠한 차이가 있는지를 알아보았다.
그 결과, (1)의식주, 보건의료, 건강 등의 기초생활실태와 생존욕구는 전반적으로 열악하였다, (2)교육, 여가, 직업, 지역사회시설및서비스에 대한 인식과 이용경험이 대체로 낮았다. (3)가정, 학교, 지역사회, 직장에서의 장애청소년에 대한 지지도가 낮았으며, 인권침해실태는 심각했다. (4) 자신과 소외계층에 대한 권리의식은 높았으나 참여수준은 낮았다. 또한 (5) 4가지 영역의 복지욕구와 실태에서 비장애청소년보다 전반적으로 열악하였으며, 또 한 장애유형(정신지체, 지체, 시각, 뇌병변, 청각) 간에 다양한 영역에서 차이를 보였다. 이러한 복지실태와 욕구를 기반으로 장애청소년의 사회참여와 통합을 위해서 필요한 정책적 지원방안을 제시하였다.

다국어 초록 (Multilingual Abstract)

Welfare policy and services for the disabled adolescents should be discussed in the context of supporting social participation and integration through empowerment of the disabled adolescents. Until now welfare policy and services for the disabled adolescents in korea are so fragile.
This study is to develop the policy and services for social participation and integration of the disabled adolescents (Secondary school &High school students).
For this, the study investigated current situation of welfare such as basic condition of life and needs to survive, leisure&culture activities and needs to develope, social support systems and needs to protect, human rights and needs to participate through the statistical analysis based on 466 disabled adolescents from secondary school and high school and what differences between needs analysis and disability types are.
In conclusion (1) The basic condition of life including the necessaries of life(food, clothing and housing), health care, health and needs to survive are poor overall. (2) Recognition on education, leisure, vocation, facilities and services in community and experience of utilization is generally low. (3) Support rating for the disabled adolescents in home, schools, communities and work places is low and infringment of human right were serious. (4) Awareness of right for themselves and the marginalized are high but participatory level is low. (5) The needs for welfare and life condition of the disabled adolescents in 4 areas are inferior overall to the non-disabled adolescents and there were also differences between various types of disabilities (mental retardation, physical disability, visual-impaired, brain lesion, hearing-impaired) The study suggests the political support for the social participations and integration of the disabled adolescents on the basis of this current situation of welfare and needs.
