한반도 신뢰프로세스와 남북경협 -개성공단을 중심으로- = Credible Process Toward South-North Economic Cooperation

The article aims to explain the “credible process” of South Korea(SK) and economic cooperation with North Korea(NK), recommending some policy options. The credible process policy is positioned in the middle between predecessor governments` moderate ‘sunshine policy’ and conservative hard-line one. Unfortunately, the “5.24 Measure” has proven ineffective so the government has to implement it flexibly by separating economy from politics. The Gaesung Industrial Park(GIP) has been successful since the park could attract foreign capital especially from SK. But GIP is subject to the NK`s threat of nationalization which may apply to fixed facilities such as dams, roads, and rails that the SK firms will target as their investment strategy in the future. Given the fact that the GIP is important for peaceful management of divided system, “two Koreas,” the government should make the park flourish by further investment and its internationalization.
