개인정보 사전영향평가에 관한 실증적 연구

국문 초록 (Abstract)

오늘날 정보사회의 발전으로 정부 및 공공기관에서는 개인정보를 이용하여 각종 공공서비스를 제공하고 공적 업무를 처리하고 있으며, 개인정보를 통하여 서비스의 정확성을 기하고, 행정업무의 효율성을 높이고, 개인별 맞춤서비스를 제공하고 있으나, 그 부작용의 하나로 국민들의 소중한 개인정보가 쉽게 유출되거나, 악의적 목적에 의한 해킹이 발생하고 있기 때문에, 위험을 사전에 방지하려는 노력을 지속적으로 추진해야 한다. 본 연구에서는 개인정보영향평가 대상에 포함되지 않은 소규모 개인정보파일에 대하여 정보의 침해, 유출위험이나 오남용을 사업 초기에는 발견하기가 어려운 측면이 있기 때문에, 각 기관에서는 신규 개인정보를 보다 더 안전하게 관리하고, 정보시스템 구축시점에 문제점을 개선한 시스템을 구축하여 취급자들이 사용할 수 있도록 개인정보 사전영향평가방법론을 수립하고 사업 시작 시점에 사전영향평가를 추진하는 방안을 제시하였다.

다국어 초록 (Multilingual Abstract)

Today, as the information society being progressed, the government and public institutions use personal information to provide various public services and public business processes, privacy, accuracy, through the service, and to increase the efficiency of administrative work, personalized service providing. Efforts to prevent risks should be continuous because People"s valuable personal information can easily be leaked and hacked deliberately. This study presents pre-PIA measures at business startup because Privacy Impact Assessments do not include the small personal information file ,spills or misuse of the risk is difficult to find early stage business aspects. As a result, each institution is able to manage a new personal information and information systems securely to improve the problem at the time to build a system to make available to the person handling personal information to establish a pre-assessment methodology.
