보육시설과 유치원 평가제도의 개선을 위한 논의 = A Discussion for the Improvement of Assessment of Kindergartens and Day care Centers in Korea

다국어 초록 (Multilingual Abstract)

The Department of Education putsassessment system into kindergartens in 2007. Finally, this national assessment system took effect through twenty years of discussions and researches on assessment of early childhood education centers since the 1980s. However, the assessment system of early childhood education is just in the beginning stage. Therefore, it is time to discuss and solve the problems for the improvement and make an appropriate system for us through the examining of the other countries’ assessment systems and our process of operations.
From the result of this study, we’d like to make following recommendations: First, the day care center assessment system should be subdividedinto 5 scales evaluation from 3 scales and results of 2 level (accredited and non-accredited). And support of government about assessment results was also recommended. Second, the kindergarten assessment system would be better to change supervising office from the Department of Education to independent organization and to change the evaluation system from relative to absolute evaluation. And establishment of a cooperation supporting system was also recommended.

국문 초록 (Abstract)

우리나라는 2005년부터 보육시설 평가인증 제도를 실시한데 이어 2007년부터는 유치원에 대한 평가도 시작되었다. 1980년대부터 영유아교육기관 평가에 대한 논의와 연구가 시작된지 20여년만에 보육시설과 유치원에 대한 평가가 국가적 차원에서 시작된 것이다. 그러나 우리나라 보육시설과 유치원에 대한 평가제도는 이제 시작 단계에 있으므로 그 동안의 시행과정에서 나타난 문제점을 중심으로 개선방향을 모색하여 우리 실정에 맞는 평가제도로 발전시키기 위해서 새로운 논의가 필요한 시기라 할 수 있다. 연구결과, 보육시설 평가제도에 대해서는 3단계 평가척도를 5단계 평가척도로, 인증과 인증유보, 불인증의 3단계인 평가결과 구분의 세분화, 평가 결과에 대한 재정 지원 연계 등이 개선방향으로 제시되었으며, 유치원 평가제도에 대해서는 평가주관 기관을 감독관청인 교육청이 아닌 별도의 기관으로 독립 운영, 평가기준을 상대평가에서 절대평가로, 조력지원 체계의 확립 등이 제시되었다.
