북한 개발 지원을 위한 국제협력 방향 : 재원조달 방안을 중심으로 = A Study on Some Directions for South Korea's Cooperation with the International Community for Supporting North Korea's Development Process

Under the current international economic order, the symbol of 'North Korea's entrance into the international community' would be the admission into the international financial institutions (IFIs). Once North Korea is removed from the list of state-sponsored terrorism, North Korea will apply for the admission into the IFIs such as the International Monetary Fund (IMF), the World Bank and the Asian Development Bank. Helping North Korea to join the IFIs would be laying down the foundation for international cooperation.
However, the admission itself would not guarantee a substantial lending to North Korea on concessional terms before North Korea would accept and abide by the international norms, which will take quite some time. South Korea, in this regard, needs to devise some mechanism for supporting North Korea's development process during the interim period.
This study proposes to establish so-called 'the North Korea Development Assistance Group' through which financial, as well as technical assistance to North Korea will be provided. 'The North Korea Development Assistance Group' would also help North Korea be accustomed to international best practices and norms. South Korea would need to take the lead in organizing 'the Group' comprised of member countries of the Six Party Talks, other major donor countries, IFIs, UNDP and international NGOs.

국문 초록 (Abstract)

미 국무부의 테러지원국 리스트에서 삭제되면 북한은 국제금융기구에 가입을 신청할 것이며, 대미·일 관계 개선을 바탕으로 일본의 전후 경제협력자금과 선진국의 공적개발원조(ODA)를 획득하기 위해 노력할 것이다. 그런데 국제사회와의 접촉 경험이 많지 않은 북한이 국제규범에 따라 자금지원의 필요조건을 충족시키기에는 상당한 시간이 소요될 가능성이 높다. 이 단계에서는 국제금융기구로부터의 자금지원액도 연간 2~4억 달러로 많지 않을 전망이다. 이는 채무상환능력이 떨어지는 최빈국에는 세계은행의 국제부흥개발은행(IBRD) 차관과 ADB의 일반재원 차관을 제공될 수 없기 때문이다. 북한이 미국무부의 테러지원국 리스트에서는 삭제된다하더라도 국제금융기구에 가입하여 본격적인 자금지원을 받기까지의 과도기에 북한 개발을 지원하는 방안으로서 가칭 ‘북한개발지원그룹’의 설립을 고려할 수 있다. 이는 국제공적자금 조달을 통해 본격적인 북한 개발에 부족한 재원을 보충함으로써 국내 일각의 대북 ‘퍼주기 논란’을 불식시키는데 기여할 것이며, 또한 국제사회와의 협력을 선도함으로써 ‘한국 독주’에 대한 국제사회의 우려를 완화하면서도 우리의 발언권을 최대한 확보하는 것이 가능할 것이다.
