한반도 신뢰프로세스: 구성, 인식, 접근방식 = Trust-Building Process on the Korean Peninsula: Composition, Understandings, and Approaches

국문 초록 (Abstract)

한반도 신뢰프로세스는 기존의 대북 인식 및 접근방식의 단점을 극복하고 장점을 결합하려는 정책이지만 다음의 과제가 놓여있다. 첫째, 경제적 공동체로부터 정치적 통합 방식을 추구하지만 정치적 성격과 비정치적 성격이 혼재되어 있다. 또한 신뢰 등추상적 개념은 정책의 의도를 모호하게 만들 가능성이 있다. 둘째, 상호신뢰 개념은 일방적 대북인식의한계를 보완하기 위해 제시되었지만, 누가 어떤 방식으로 먼저 신뢰를 보여줄 것이며 신뢰 수준을 무엇을 기준으로 평가할 것인지 보다 구체화되어야 한다. 셋째, 균형원칙은 편향적 접근방식을 보완하기위해 제시되었지만 정책 환경이 부정적일 경우 여전히 남북관계와 국제협력 중 선택의 문제에 직면할수 있다. 정책의 논리와 실제 수행 간에 간극을 줄일수 있을 때 한반도 신뢰프로세스는 통합과 진화의정책으로 평가받을 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This thesis grasps the meaning of integration and evolution through the analysison the ever-presented content of Trust-Building Process on the Korean Peninsula. Thetrust process is the policy which is trying to overcome the drawbacks of the establishedunderstandings and approaches and combine the merits of them, however, followings arethe tasks to accomplish. Firstly, though it pursues a political integration beginning withan economic community, political and nonpolitical qualities are mixed. Also, the abstractand sentimental concepts such as trust or happiness are possible to make the intention ofpolicy vague. Secondly, even though the concept of mutual trust is presented to complementthe limitation of unilateral understanding on the North, it must be urgently specifiedwho would move first to show the trust in any way and how the level of trust can beestimated. Thirdly, the principle of alignment is suggested to compromise the tendentiousapproaches, but this can still force us to choose either the inter-korean relationshipor the international cooperation under the negative policy environment. Trust-BuildingProcess on the Korean Peninsula can be evaluated as the policy of integration and evolutionwhen it can bridge the gap between the logic and the practice of it.
