미국의 대테러활동을 위한 정보공동체(IC)의 역할과 함의 = Implication and Role of Intelligence Community for Counterterrorism Activity in U.S.A.

다국어 초록 (Multilingual Abstract)

Terrorism and conflicts may take place differently according to a contemporary re-interpretation of the meaning and types because the complex cause of a long history and geography, religion and civilization due to a crash in the world today. The complexity and diversity of the terrorism and 9.11 terrorisms has brought a big change in the U.S. intelligence community. Also, U.S. intelligence community (IC) has raised the need for serious discussion about the role of intelligence user.
Counterterrorism intelligence activities of the United States gather intelligence and produce and analyze the utilization and allocation is in the counterterrorism intelligence that are scattered on 20 agency. In addition, intelligence agency effective intelligence sharing between intelligence agencies and support organizations not focused on the specific intelligence agency to carry out the activities but counterterrorism intelligence activities are performed by the large organizations through collaboration and coordination as intelligence community(IC).
In particular, Director of National Intelligence(DNI) are responsible intelligence processing related the national security and counterterrorism activities that was founded in 2004. In addition, National Counter-terrorism Center (NCTC) in close collaboration with the Director of National Intelligence (DNI) gather to intelligence and provide counterterrorism intelligence from all of the intelligence agencies in the Intelligence Community (IC).
Thus, the U.S. intelligence agency activities that may be big implications and terrorism allows us to provide many implications in our country.

국문 초록 (Abstract)

오늘날 전 세계에서 발생하는 테러리즘은 역사적 맥락과 지리적 여건, 종교․문명 간 차이 등의 복합적 요인이 작용하고 있다. 이러한 테러리즘 발생 원인의 복잡성과 다양성은 9․11 테러 공격을 겪게 된 미국의 정보공동체(IC) 사회에 커다란 변화를 가져왔으며, 특히 정보사용 주체의 역할에 대해 다시 한 번 진지한 논의를 갖게 하는 계기가 되었다.
미국의 대테러 정보활동은 20여개의 정보기관에 산재되어 있으나, 정보공동체를 통해 대테러정보를 수집ㆍ생산하고 분석하여 적재적소에 배분하여 활용하고 있다. 즉 개개의 정보기관이 각각의 대테러활동을 수행하는 것이 아니라 정보공동체라는 추상적인 거대조직에 의한 협업과 조율을 통해 이루어지고 있다. 특히, 2004년 창설된 국가정보실장(DNI)은 국가안보 및 대테러활동과 관련된 정보처리의 투명한 프로세스와 정책을 담당하는 중책기관으로서의 책임을 지고, 국가대테러센터와 긴밀한 협조를 통해 정보공동체 내의 모든 정보기관에서 대테러정보를 수집ㆍ제공하는 기관으로서의 역할을 담당하고 있다.
이에 비해 한국은 대테러 정보활동의 코트롤타워가 부재하며, 기관 간 협력적 시스템의 구축도 미흡한 단계에 있다. 따라서 미국의 정보공동체를 기반으로 한 대테러정보활동의 의미와 핵심적인 정보기관의 역할은 효율적인 국내 대테러 정보활동을 위한 시사점을 주는 바가 크다고 할 수 있다.
