But approved textbooks are used in more than 80% secondary schools, Thus it is necessary to change the conceptual definition of approved textbooks, Also. the central government, Ministry of Education. delegates the authority of approved textbooks to the local governments. But in most aspects, Central government still rules. Thus We must produce a law that is enforceable and rational.
