OECD 주요 국가의 사회의 질 수준에 관한 비교 연구 = A Comparative Study on the Level of Social Quality in OECD Countries

국문 초록 (Abstract)

본 연구는 경제적 선진국가를 대상으로 사회의 질을 측정하고, 그 수준을 비교하는 것을 목적으로 하였다. 복지국가는 변화하는 환경 속에서 제반 사회적 여건을 확충해나갈 필요가 있으며, 그 수준이 어떠한가는 시민들의 안녕과 직결된다. 이에 본 연구는 사회의 질 수준의 확인을 위해 측정지표를 제시하고, 지수화하였다. 다음으로 사회의 질 접근을 통한 복지국가 이해의 유용성 확인을 위해 측정결과를 양적 복지지출 수준과 비교하였다. 마지막으로 사회의 질 발전 수준의 국가 간 비교를 통해 각 국가의 발전수준의 양상 및 속성을 확인하고, 한국에의 함의를 모색하였다.
본 연구의 분석결과에 따르면, 사회의 질은 양적 복지국가 수준과 차이가 나타나며, 복지국가 수준의 다양한 맥락을 해석하는데 유용한 도구가 될 수 있음을 확인하였다. 한편, 사회의 질의 발전 수준은 대체로 복지국가 레짐 구분을 따르는 것으로 나타났다. 이는 현 시기 사회의 질 수준이 기존의 발전 경로 상에 있음을 의미한다. 한국은 분석대상 국가 중에서 낮은 발전 수준을 보였는데, 사회경제적 안전성이 발달의 가능성이 엿보임을 고려할 때, ‘사회통합적 발전’에 대한 목표 설정이 필요함을 확인할 수 있었다.
