재외선거 투표율 제고 방안

다국어 초록 (Multilingual Abstract)

The suffrage has been granted to overseas citizen for the first time at the 19th parliamentary election in 2012, which realizes guarantee of political rights and equal right. However, an extremely low turnout of overseas election was confronted with the representation issue and the criticism of the legitimacy of the institutionalization. Now, voter turnout ratio rather than fairness has become the focus of attention.
Thus, this article would explore the overseas electoral systems in USA, UK, Germany, France, Japan, which are already operating overseas voting and find the implication for improving voter turnout. Voting method in USA would be basically a vote by mail, a vote by email or fax would be allowed depending on the state. Even though the right to secret ballot has been compromised, ways of vote participation has been diversified. Postal voting and proxy voting in UK would be allowed. Notably, even though the principle of secret ballot has been damaged, proxy vote has been acknowledged and more recommended in order to increase voter turnout and participation of overseas election. In the case of Japan, voting methods such as diplomatic missions voting, postal voting, and domestic voting has been allowed to increase the turnout with diversity.
It is time to explore a variety of ways to increase the turnout of the overseas election, which now finds genuine value of overseas election. Permanent enrollment system, mail registration, and the internet registration will be allowed to increase the registration ratio. Postal ballot, expansion of overseas polling stations, domestic voting, and internet voting will be allowed to enhance the turnout of the overseas election.
