입체환지식의 주거환경개선사업 활용을 위한 제도 개선 방안

국문 초록 (Abstract)

본 연구의 목적은 주거환경개선사업 추진의 촉매제로서의 역할을 할 수 있는 입체환지 도입을 위한 제도개선 방안을 제시하는 것이다. 현행 도시및주거환경정비법은 환지방식에 대한 구체적인 규정없이 도시개발법을 준용하도록 하고 있으며, 특히 입체환지 관련 규정이 미흡하여 법적 근거 및 시행지침의 마련이 시급한 실정이다. 이에 본 연구는 관련제도 검토와 전문가 심층 인터뷰를 통하여 주거환경개선사업에서 입체환지를 도입·적용할 수 있는 제도 개선방안을 도출하였다. 입체환지 방식을 실현시키기 위한 제도 개선방안으로는 입체환지방식에 의한 주거환경개선사업의 절차 정비, 다양한 주택을 공급할 수 있는 주택공급 기준 개선, 환지방식에서의 등기, 세제혜택 등 4개 개선사항을 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to suggest a method to improve a system that will be used in introducing cubic-replotting, which will be able to play an agential role for a residential environment improvement project. Urban Development Act has been applied to the existing Urban and Living Environment Improvement Act without having specific acts about replotting. Especially, it is urgent to introduce legal references and detailed enforcement regulations because current regulations about cubic-replotting are insufficient. Hereupon, by investigating relevant regulations and interviewing experts, this study has drawn a method to improve the system, and the improved system will be able to apply cubic-replotting to a residential environment improvement project. This study suggests four methods to improve the current system that will actualize cubic-replotting. The suggesting methods are improvement of existing procedure of residential environment improvement project for cubic replotting, reformation of current standard of housing supply to supply a variety of houses, registration of cubic-replotting, a tax benefit.
