1979년 카터 대통령의 남북미 3자회담 추진과 박정희 정부의 인식

국문 초록 (Abstract)

1979년 한미 정상회담에서 공동제안 된 남북미 3자회담은 한국의 남북한 당사자 원칙을 국제협력 원칙으로 변화한 사례였다. 본 연구는 이 과정에서 한국과 미국이 가졌던 세계적/지역적/국지적 수준별 인식 차이와 양국의 이해관계 변화를 새롭게 비밀해제 된 1차 자료에 근거하여 분석했다. 카터 행정부의 대한반도 정책은 군사적인 긴장완화를 의도한 주한미군 철수계획과 미중관계의 우호적인 기대 속에서 수립되었다. 반면 박정희 대통령은 주변국의 외교관계나 안보환경 변화를 주시하면서도 결과적으로 남북한 체제경쟁과 현상유지를 우선했다. 이러한 차이는 남북미 3자회담에 대한 한미갈등으로 표출되었다. 이에 대해 박정희 정부는 미국의 제안을 무조건 거부하기보다는 관여를 통해 회담 성격의 관철, 철군계획의 유보, 한미관계의 유지라는 전략적인 이익을 추구했다. 구체적으로 박정희 정부는 남북미 3자회담에서 미국을 중립적인 중재자가 아닌 지지자로 참여시키는데 합의했다. 또한 궁극적으로 박정희 정부는 철군계획을 유보할 수 있는 한반도 여건을 미국에게 제공하는 동시에 정상회담의 성과로서 카터 대통령의 명분을 세워주는 등 한미관계 유지 차원에서 남북미 3자회담 공동제안을 수용했다.

다국어 초록 (Multilingual Abstract)

North-South-US Tripartite Talks(Tripartite Talks) which was proposed together between South Korea and the US in 1979 was a case to change the North and South Korea’s parties principle into an international cooperations principle. This study analyzed the different perceptions between South Korea and the US based on declassified first-hand documents, and inquired Park Chung Hee administration’s interests. Carter administration’s policy toward the Korean peninsula was established with the withdrawal of US armed forces in Korea to ease military tensions and the expectation of amicable relations between the US and China. However, the President Park focused on strategic interests such as th accomplishment of talk’s character, the reservation of troops withdrawals plan, and the maintenance of Korea-US relations. Specifically, Park administration tried to make the US to be a supporter not to be an intermediary during the Tripartite Talks. Ultimately, Park administration accepted Tripartite Talks in order to provide possible conditions which could delay the troops withdrawal and kept the President Carter’s face as the outcome of visiting South Korea in the maintenance of Korea-US relations.
