The purpose of this article was to examine the links between social worker"s perception on the organizational culture and communication level. Based on the perspective of organizational culture, this study conceptualized organizational cultures as the perception of social workers working at community welfare centers. Using kimbley and Quinn"s(1984) model of 4 different organizational cultures, this study analysed 234 survey data collected from 51 community welfare centers. The collected data were analyzed by t-test, F-test, Scheffe test, and multiple regression analysis. The results of this study are as follows. First, the group culture and development culture were high, but hierarchical culture and rational culture were low in the community welfare centers. Second, harmony and acceptance in communication level were high. Third, the group culture and development culture have a positively direct effect on the communication level. These research findings imply that the group culture and development culture have an important effect on the social worker"s communication level.
