도시디자인 규제수법으로서 형태기반코드(FBCs, Form-Based Codes)에 관한 연구 = 미국 밀워키시 비어라인 “B” 프로젝트를 중심으로

국문 초록 (Abstract)

본 연구는 도시의 특성을 반영한 공간창출을 목적으로 도입된 새로운 도시디자인 규제수법인 ‘FBCs(Form-Based Codes_형태기반코드)’에 관한 연구로, 국내 신규개발과 재생사업에 있어서의 도시디자인 규제와 이를 위한 제도 마련에 대한 시사점을 도출하고자 한다. 본 연구에서는 형태기반코드(FBCs) 제도 및 형태기반코드(FBCs)를 적용하여 규제하고 있는 미국 밀워키시의 사례를 통하여 이 제도(규제수법)의 특성을 분석하였다. 분석결과, 형태기반코드(FBCs)는 도시계획과 건축에서 간과되었던 공도용지(도시공간)에 대해 규제하는 제도로서, 도시공간 규제에 있어 주변의 도시공간과의 관계성을 고려하고 있으며, 규제내용 기술에 있어 다이어그램 등의 활용으로 이해가 용이하고 향후 예측가능한 도시공간형태를 제시한다는 특징을 갖는다. 특히, 종전의 조닝제도 및 가이드라인 등에서 제시하는 문장(sentence) 중심의 규제기준과는 달리, 구체적인 공간형태의 상을 코드로 제시하고 있는 점이 특징이다. 한편, 형태기반코드(FBCs) 규제기법을 적용한 밀워키시의 비어라인 B 재개발 프로젝트 계획의 특성은 첫째 계획과 규제의 정합성을 확보하였고, 둘째 주변부와의 연계를 고려하여 밀워키강변 활성화를 위한 디자인 전략으로서의 규제기준을 제시하였으며, 셋째 가로경관과 도시공간의 특성을 고려한 건축규제를 제시하고 있다는 것이다. 본 연구는 도시공간의 질 향상에 대한 중요성이 증대되고 있는 현시점에서 국내에서 활발하게 진행되고 있는 신규개발과 재생사업에 적용 가능한지에 대해 검토함으로써, 형태기반코드(FBCs) 제도를 질 높은 도시의 공간환경 조성을 위한 방안으로 고찰했다는 점에서 의의를 갖는다.

다국어 초록 (Multilingual Abstract)

This paper aims to examine the form-based codes (FBCs), a new regulatory tool for urban design, focusing on the Beerline B Project in Milwaukee, which involves form-based codes. The results of the analyses show that FBCs has key characteristics as follows: First, FBCs addresses the relationship between buildings and urban space. Second, the regulations and standards in FBCs are provided in diagrams and words. So, it is easy to understand the regulations, and it makes people predict the appropriate forms and scales of the proposed developments. Meanwhile, the characteristics of the Beerline B project, involving form-based codes, imply that FBCs’ neighborhood codes of the project is consistent with its master plan. It also includes both urban codes and architectural codes, which consider the relationships between buildings and urban space. Consequently, it is a worth investigation, which recognizes a new regulatory tool for improving the quality of urban spaces in development projects or urban regeneration projects in Korea.
