신자유주의 사회적 책임화의 계보학 = 기업의 사회책임경영과 윤리적 소비를 중심으로

국문 초록 (Abstract)

이 글은 최근 기업, 노조, 시민단체 및 소비자들 등 제 사회주체들이 자발적으로 사회적 책임을 떠맡는 현상을 ‘신자유주의 사회적 책임화’라는 말로 포착하고, 기업의 사회책임경영, 윤리적 소비를 중심으로 이를 푸코의 신자유주의 통치성 분석의 관점에서 분석한다. 일견 이러한 사회적 책임화 현상은 사회의 도덕적 연대의 복원처럼 보이지만, 신자유주의 통치의 관점에서 볼 때, 이는 신자유주의가 사회적 연대의 공간을 통치 영토화하는 테크놀로지들이자 통치 영토화과정의 효과일 뿐이다. 이글은 우선 기업의 사회책임경영, 윤리적 소비 담론의 폭발적 증가를 신자유주의 통치 방식의 변형이라는 관점에서 이론적으로 살핀다. 다음으로 신자유주의 사회적 책임화의 통치에 어떤 지식과 진리의 체제, 권력의 테크놀로지, 자기의 테크놀로지, 개인들에 대한 테크놀로지들이 동원되고 활용되는지 분석하고, 마지막으로 신자유주의 사회적 책임화의 함의를 논한다. 기업의 사회책임경영과 관련하여 사회도덕적 관심사들은 시장의 언어들로 재정의되어 경영전략의 한 구성요소로 축소되며, 윤리적 소비의 경우, 기존 권리의 주체들이 사회적 책임의 담당자로 변형됨으로써 개인들은 자신들이 사회에 야기할 수도 있을 위험과 저항을 스스로 관리하고 통제하면서 신자유주의 통치에 포섭된다. 이런 맥락에서 기업의 사회책임경영, 윤리적 소비운동 등을 신자유주의에 대한 대안으로 제시하는 진보진영의 제 흐름들은 의도치 않게 신자유주의를 강화하는 것으로 귀결된다는 점을 주장한다.

다국어 초록 (Multilingual Abstract)

This article analyzes the current neo-liberal social responsibilization from the Foucauldian perspective of neo-liberal governmentality; the neo-liberal social responsibilization refers to the current phenomena that social units, such as corporations, trade unions, NGOs, and consumers, voluntarily have begun to assume social responsibilities, instead of the state. I argue that the neo-liberal social responsibilization is not the restoration of the socio-moral solidarity at all, but a technology and an effect of the neo-liberal governmental territorialization of the social solidarity. In this context, I analyze the following four aspects engaged in the current social responsibilization as a neo-liberal governmental technology: knowledge and regimes of truth, technologies of power, technologies of the self, and the technologies of individuals. Then I suggest some implications of the analysis. First, regarding the corporate social responsibility, social and moral concerns are reframed in terms of principles ofthe market, and reduced into specific instances of management strategies. Second, regarding the ethical consumption, as being transformed from the subjects of rights to the subjects of social responsibilities, individuals voluntarily come to control their potential for resistance in order to defend society from the risk which could be posed by themselves if they remain subjects of rights. Finally, in these contexts, a series of tendencies among Korean progressive camps, which suggest the corporate social responsibility and the ethical consumption as alternatives to neo-liberalism, will unintentionally result in the reinforcement of neo-liberal government.
