NAEYC 평가인증제의 개정에 관한 분석 : 1998년 개정된 인증제와 2006년 개정된 인증제를 중심으로 = Analysis of the reorganization of NAEYC accreditation

국문 초록 (Abstract)

본 연구는 유아교육에서 평가인증의 가능성에 대해 이해하고 적용하기 위해서 평가인증이 활발하게 이루어지고 있는 미국의 NAEYC 인증제를 분석하였다. 특히 미국 내 모든 유형의 유아교육프로그램에 대해 적용되고 있는 NAEYC 평가인증제의 2006년 개정을 기준으로 개정 전과 후의 인증제 전반을 분석함으로써 인증제 모형의 현대적 동향 및 발전방향을 모색할 수 있으리라 기대된다. 미국 NAEYC 평가인증제는 2006년 9월 전면적인 재개정을 하였으며, 이는 유아교육프로그램 뿐 아니라 인증제 자체의 지속적인 질 개선을 목표로 삼고 있다. 이에 2006년 개정을 중심으로 1998년 개정된 인증제와 2006년 개정된 인증제의 개정의 배경과 목표를 살펴보고 인증체제의 단계와 방법을 비교하였으며 기준 및 지표를 면밀히 분석하였다. 그 결과 2006년 개정된 NAEYC 평가 인증제는 프로그램의 지속적인 질 개선에 목표를 두고 있었으며 인증체제의 단계, 기준의 구성, 그리고 지표의 내용 및 항목 수에서 크게 재조직되었음을 알 수 있다. 이는 현재 우리나라에서 시행 초기 단계에 있는 보육시설 평가인증제가 발달해 나가기 위한 방향성 정립에 시사하는 바가 있을 것이다.

This study explored the possibility of more appropriate accreditation process in Korea by analyzing the past and present early childhood program accreditation system. This study is based upon the NAEYC’s accreditation system of the United States, where early childhood program accreditation is closely related to and plays a practical role in the planning, application, and the management of many programs.
NAEYC’s accreditation process has been recently reorganized in September 2006, and the major mission of this reinvention was to improve not only the quality of the programs but also the quality of the accreditation system itself.
This study examined the background and mission of the both accreditation systems established in 1988 and 2006. It also compared the steps and methods of the accreditation systems and further analyzed the standards and criteria.
As a result, it was found that NAEYC’s 2006 accreditation system remained to focus on the continuous improvement of program quality. However, the details of the accreditation system such as the steps, the organization of standards, and the numbers as well as the contents of criteria, were found to have made major changes. This has great implications for the enhancement of our current day care program accreditation system, which is still in its’ infancy.
