The main content of 'Basic Plan' which Presidential Committee on Local Administration Reform　 proposed in June this year is focused on integration of basic local governments by small-range way. It can not become ever the alternative that there is the effectiveness for the metropolitan area development, rather the integrations and cooperations among the municipalities should become the core issue. After all, the decentralization of power, the balanced development of localities, and the reform of local administrative system has to be visualized by mutual organic way in the larger framework of the development of metropolitan area, associated with promotion strategy and propulsion system also needs to be done uniformly. Under awareness of the issues this study sought a preliminary direction desirable the local administrative reform and its countermeasures for the development of metropolitan. In conclusion, while leaving current metropoltan municipalities, to integrate the basic local governments limitedly not would be desirable for metropolitan economic region governance to build and operate. With potential as an alternative, while strengthening the cooperative relationship between the existing metropolitan municipalities, ultimately metropolitan governance system itself responsible for the metropolitan economies will be able to manage eventually integrated into one of the metropolitan municipalities. Also at the same time, existing basic local governments will be able to take measures to drastically wide-range reform according to administrative districts, living zones.
