해외 원격개방대학의 질 관리 사례 연구 = A Case Study of Quality Assurance in Overseas pen University: UKOU, UT

국문 초록 (Abstract)

본 연구에서는 해외 원격개방대학 질 관리 사례 가운데 선도적인 것으로 알려진 영국 개방대학교와 인도네시아 터부카 대학교의 사례를 검토하여 우리나라 원격대학 질 관리 체제 구축에의 시사점을 찾아보았다. 영국 개방대학교와 터부카 대학교는 모두 재학생이 10만명 이상인 메가 유니버시티로서 효율적인 질 관리를 위해 중앙집권적인 질 관리 체제를 구축하고 질 관리를 담당하는 전담부서를 설치하고 있다. 또한 대학 구성원들이 질 관리 중요성에 대한 인식을 공유하고 직원들의 업무에 대한 평가 및 모니터링을 강화하여 지속적인 개선을 추구하는 질 관리 문화가 정착되어 있다. 교육의 질 관리는 그 성과가 가시적으로 확인되는 것도, 특정한 대가가 주어지는 것도 아니기 때문에 장시간에 걸쳐서 신중하게 계획 검토되면서 통합적으로 진행될 필요가 있다.

Quality assurance is a central issue concerning higher education and distance education. The purposes of this study are to analyze cases of quality assurance system in overseas open university and to draw implications which help establish quality assurance system in domestic distance education institution. UKOU and UT are mega-university with more than 100.000 enrolled students. They have centralized quality assurance system and quality assurance department that is responsible for building and installing quality assurance for effective quality control. In addition, They have quality improvement culture that seeks continuous improvement. Members of the University share awareness of the importance of quality assurance and evaluate and monitor their work. Because results for quality assurance of education is not tangible, quality assurance system is carefully planned over a long period of time as is necessary to proceed in integration.
