북한 시장에 대한 정치학적 분석

국문 초록 (Abstract)

한국에서 북한 시장연구에는 크게 두 갈래의 분석이 존재한다. 경제학적 분석은 아래로부터 시장화론, 공식과 비공식의 이중경제론, 시장확대가 계획과 정권에 대한 위협이라는 논리를 주장한다. 정치학적 분석에서 북한의 시장은 정치와 권력 양상을 반영하여 위계적 독과점 구조로 되어있다. 시장확대는 주요 정권기관의 상업적 활동에 의해 추동되며 정권 안보와 정권의 경제장악에 기여한다. 정치권력은 시장확대 과정에 주기적으로 개입하여, 시장구조가 지대창출과 약탈에 적합하도록 재편성한다. 시장확대와 함께 북한경제는 공식과 비공식이 뒤섞인 혼합경제 양상을 보여준다.

다국어 초록 (Multilingual Abstract)

There are mainly two approaches to understand and analyze market in North Korea. The main theses of economic one comprize the following: marketization from below, dual economy of formal and informal, market expansion as threat to plan system and the regime. In contrast, the political approach pays attention to that the economic structure including the market reflects the politics and power distribution in general as well as in North Korea. The market expansion has been boosted by commercial activities of trading companies run by powerful organizations of the military, the party and the Cabinet and has contributed to regime maintenance and regime’s grip on the economy. The political power intervened regularly in the process of market expansion and shape the latter in favor of rent extraction. With market expansion, the North Korean economy can be characterized as a hybrid economy of power and market or of formal and informal.
